Move Godot Physics 2D into a module; add dummy 2D physics server
...
If the module is enabled (default), 2D physics works as it did before.
If the module is disabled and no other 2D physics server is registered
(via a module or GDExtension), then we fall back to a dummy
implementation which effectively disables 2D physics functionality (and
a warning is printed).
The dummy 2D physics server can also be selected explicitly, in which
case no warning is printed.

Fix physics platform behaviour regression
...
Lifetime checks for stored `RIDs` for collision objects assumed they had valid `object_ids`.
It turns out that some are not derived from `Object` and thus checking `ObjectDB` returns false for some valid `RIDs`.
To account for this we only perform lifetime checks on valid `object_ids`.

Fix animation compression going the wrong way

When compressing animation key frame indices the truncation breaks the animation near the border of pages.
We use banker's rounding (FE_TONEAREST) as implemented by fast_ftoi to get the nearest integer frame.

ColorPicker: ignore TextureRect expand mode during legacy picking
...
The color picker has a "legacy" fallback mode when
`FEATURE_SCREEN_CAPTURE` is not supported by the current
`DisplayServer`. It works by "freezing" the current view by making a
huge `Popup` with a `TextureRect` inside covering the screen.
Before this patch, said `TextureRect` could get cut off if its buffer
was nominally bigger than the parent popup, such as when the
`canvas_items` content scale mode is active.
This is because the default TextureRect scaling logic only allows
expanding the texture up. `EXPAND_IGNORE_SIZE` fixes that by allowing
the texture to logically "shrink", filling the whole screen
independently of the actual buffer size.

- `LineEdit`, `TextEdit`: Always disabled since it's dragging user input.
- `TabBar`: Use the same auto translate mode as the node.
- `RichTextLabel`: Always disable since auto translation is done
differently from other controls (selection text you get
programmatically is always after auto translation).
- Editor
- Disable drag preview auto translation if the text is user input,
filename, or class name.
- Also disabled unexpected auto translation for audio bus effect names.

Enable Drag and Drop for SubViewports and Windows

Make Drag and Drop an application-wide operation.
This allows do drop on Controls in other Viewports/Windows.
In order to achieve this, `Viewport::_update_mouse_over` is adjusted to
remember the Control, that the mouse is over (possibly within nested
viewports). This Control is used as a basis for the Drop-operation, which
replaces the previous algorithm, which was only aware of the topmost
Viewport.
Also now all nodes in the SceneTree are notified about the Drag and Drop
operation, with the exception of SubViewports that are not children of
SubViewportContainers.

Add error checks for bad configuration in PathFollow2D/3D
set_progress_ratio
...
When a PathFollow is badly configured it's possible to have code that
call get_progress_ratio just after set_progress_ratio does not return
the value just set, which may be confusing for developer (ie that
myPathFollow2D.set_progress_ratio(0.5)
myPathFollow2D.get_progress_ratio()
does not return 0.5)
This commit makes ensures the developer has useful error messages in
such case, to make it easier to troubleshot it.

- The `_is_active` method seems to be unused, so it was removed.
- The `_set_playing` method is now exposed, as the setter of the `playing` property.
- The `play` method can't be used as a setter because it takes a `float` parameter instead of a `bool` parameter.

Only reset tooltip timer when mouse actually moved
...
InputEventMouseMotion isn't guaranteed to fire only on actual mouse
movement. It's not uncommon for the underlying OS motion event to be
sent either by the OS itself or another application even though the
mouse hasn't moved. Godot will generate such zero-motion
InputEventMouseMotion events itself for things like cursor shape
changes.
Once started, the tooltip timer is reset only after a mouse movement of
at least 5 pixels in one frame.

- Use Vector instead of List for ThemeOwner::get_theme_type_dependencies and related functions
- Use Vector instead of List for ThemeContext::themes, set_themes(), and get_themes()
- Add ClassDB:get_inheritance_chain_nocheck to get all parent/ancestor classes at once, to avoid repeated ClassDB locking overhead
- Update BIND_THEME_ITEM macros and ThemeDB::update_class_instance_items to use provided StringNames for call to ThemeItemSetter, instead of creating a new StringName in each call
These changes reduce the time taken by EditorInspector::update_tree by around 30-35%

Optimize base and shadow meshes for cache

Previously, vertex cache optimization was ran for the LOD meshes, but
was never ran for the base mesh or for the shadow meshes, including
shadow LOD chain (shadow LOD chain would sometimes get implicitly
optimized for vertex cache as a byproduct of base LOD optimization, but
not always). This could significantly affect the rendering performance
of geometry heavy scenes, especially for depth or shadow passes where
the fragment load is light.
