This converts the following to Kconfig:
CONFIG_SYS_MONITOR_LEN
To do this, we set a default of 0 for everyone because there are a
number of cases where we define CONFIG_SYS_MONITOR_LEN but the only
impact is that we set TOTAL_MALLOC_LEN to be CONFIG_SYS_MALLOC_LEN +
CONFIG_ENV_SIZE, so we must continue to allow all boards to set this
value. Update the SPL code to use 200 KB as the default raw U-Boot size
directly, if we don't have a real CONFIG_SYS_MONITOR_LEN value.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().

- Make all users of CUSTOM_SYS_INIT_SP_ADDR reference SYS_INIT_SP_ADDR
- Introduce HAS_CUSTOM_SYS_INIT_SP_ADDR to allow for setting the stack
pointer directly, otherwise we use the common calculation.
- On some platforms that were using the standard calculation but did not
set CONFIG_SYS_INIT_RAM_SIZE / CONFIG_SYS_INIT_RAM_ADDR, set them.
- On a small number of platforms that were not subtracting
GENERATED_GBL_DATA_SIZE do so now via the standard calculation.
- CONFIG_SYS_INIT_SP_OFFSET is now widely unused, so remove it from most
board config header files.

This commit allows the ATMEL_PIT_TIMER driver to be unselected in SPL and be
selected in u-boot proper. The SPL can use a different timer.
By having a separate Kconfig for ATMEL_TCB in SPL, the size of the SPL
decreases by 0.3 KBytes.

When CONFIG_ATMEL_NAND_HW_PMECC is set, CONFIG_PMECC_CAP defaults
to the value of 2. At the conversion to Kconfig for the PMECC config
values, some boards/defconfigs were wrongly configured.
Update CONFIG_PMECC_CAP to the PMECC_CAP value before the conversion.

SPL_GENERATE_ATMEL_PMECC_HEADER selects:
ATMEL_NAND_HWECC [=y] && ATMEL_NAND_HW_PMECC [=y].
With the removal of SPL_GENERATE_ATMEL_PMECC_HEADER,
ATMEL_NAND_HW_PMECC and ATMEL_NAND_HWECC were no longer
selected. Also, when the SPL_GENERATE_ATMEL_PMECC_HEADER was removed,
the configs were not updated using savedefconfig, thus the
'commit d168bcb6fe ("configs: Resync with savedefconfig")'
further removes the CONFIG_PMECC_CAP value.
Update defconfigs and add CONFIG_ATMEL_NAND_HW_PMECC,
which selects ATMEL_NAND_HWECC, in order to restore NAND PMECC
support. Restore CONFIG_PMECC_CAP value.

This partially reverts changes by commit 2cc393f32f
("video: make BPP and ANSI configs optional") since it
caused issues with other boards (missing LCD console
output on pinebook, x86 platform or sandbox). Enable
all disabled options again and opt out of not supported
color depth in board defconfigs.

Many boards do not use all selected framebuffer depth
configurations, for such boards there is some unused
code in video and console uclass routines. Make depth
specific code optional to avoid dead code and slightly
reduce binary size. Also make ANSI code optional for
the same reason. When i.e. using only VIDEO_BPP16 the
code size shrinks (below values when using gcc-7.3.0):

Both symbols must be enabled when there is a raw NAND driver
selected. Also enable them when CONFIG_CMD_NAND is selected to avoid

Today in initr_reloc_global_data() we use some non-obvious tests to
determine if we need to relocate the env_addr within gd or not. In
order to facilitate migration of other symbols to Kconfig we need to
introduce a new symbol for this particular use case.
