arm: socfpga: reset: Add EMAC reset functions
Add functions to reset the EMAC ethernet blocks. We cannot handle two EMAC ethernet blocks yet, therefore the ifdefs. Once there is hardware using both EMAC blocks, this ifdef will have to go.
