efi_loader: EFI_EVENT_GROUP_BEFORE_EXIT_BOOT_SERVICES

Implement the EFI_EVENT_GROUP_BEFORE_EXIT_BOOT_SERVICES event group
handling.

Add the definition of EFI_EVENT_GROUP_AFTER_READY_TO_BOOT.
