intel_dmc_load_program() is only ever called when intel_dmc_has_payload() is true. Move the condition within intel_dmc_load_program() to let it be called directly. Also note that intel_dmc_has_payload() will always return false when HAS_DMC() is false. Remove the redundant check. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
