Separate hardlockup code from watchdog.c and move it to watchdog_hld.c. It is mostly straight forward. Remove everything inside CONFIG_HARDLOCKUP_DETECTORS. This code will go to file watchdog_hld.c. Also update the makefile accordigly. These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``.
