Add PTP TX state to PTP channel, which indicates the corresponding SQ is available. Further patches in the set extend PTP channel to include RQ. The PTP channel state will be used for separation and coexistence of RX and TX PTP. Enhance conditions to verify the TX PTP state is set. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
