HP6xx uses OFFCHIP_IRQ_BASE to know the base irq number where non
cpu interrupts should start. This define was in irq.h before, but
since rework got lost. It really belongs inside hd64461.h since
the hp6xx wont work without it.

Now that we dont have PIO mapping anymore we need to make sure we
got the correct value in our headers. Some well needed comments
have also been added.

SH-2 can presently get in to some pretty bogus states, so
we tidy up the dependencies a bit and get it all building
again.
This gets us a bit closer to a functional allyesconfig
and allmodconfig, though there are still a few things to
fix up.

This adds some simple PM stubs and the basic APM interfaces,
primarily for use by hp6xx, where the existing userland
expects it.

With the I/O rework for hd64461 we're down to a single header,
so move it by itself and get rid of the directory.
