Andy reported pch_gbe triggered "NETDEV WATCHDOG" errors.

transmit queue 0 timed out
It seems pch_gbe has a racy tx path (races with TX completion path)
Remove tx_queue_lock lock since it has no purpose, we must use tx_lock
instead.

The reset logic after a Rx FIFO overrun will clear the programmed
multicast addresses. This patch fixes the issue by reprogramming the
registers after the reset.
The commit eefc48b ("pch_gbe: reprogram multicast address register on
reset") tried to fix this problem, but it introduces unnecessary
codes. In fact, all multicast addresses have been saved in netdev->mc,
So we can call pch_gbe_set_multi() directly after reset_hw and
reset_rx.
This commit kills 50+ line codes

If I understand correct, NETIF_F_IP_CSUM only means the hardware
will compute the TCP/UDP checksum, IP checksum is always computed
in software
So as a workround of hardware unable to compute small packages
checksum, do not need to compute IP header checksum.

PCH_GBE_ETH_ALEN is equal to ETH_ALEN, so we can replace it with
ETH_ALEN.
If they are not equal, it must be a bug, since this is ethernet,
and the address has been already stored to mc_addr_list as ETH_ALEN
bytes when call pch_gbe_mac_mc_addr_list_update.

The time stamping code in this driver appears to have been copied from
the ixp4xx_eth.c driver, including this timing comment. I had actually
measured the time stamp delay on an IXP425, but I really doubt that this
value also applies here.

This patch fixes code which needlessly ran the BPF twice per
packet. Instead, we just run the classifier once and test
whether the packet is any kind of PTP event message.

This patch fixes the driver so that multicast PTP event messages can
be recognized by the hardware time stamping unit. The station address
register must be set according to the desired transport type.

If the MAC is invalid or not implemented, do not abort the probe. Issue
a warning and prevent bringing the interface up until a MAC is set manually
(via ifconfig $IFACE hw ether $MAC).
Tested on two platforms, one with a valid MAC, the other without a MAC. The real
MAC is used if present, the interface fails to come up until the MAC is set on
the other. They successfully get an IP over DHCP and pass a simple ping and
login over ssh test.
This is meant to allow the Inforce SYS940X development board:
http://www.inforcecomputing.com/SYS940X_ECX.html
(and others suffering from a missing MAC) to work with the mainline kernel.
Without this patch, the probe will fail and the interface will not be created,
preventing the user from configuring the MAC manually.
This does not make any attempt to address a missing or invalid MAC for the
pch_phub driver.

MII Kconfig option is apart of the core networking drivers and
by default NET_CORE is enabled so drivers selecting MII will
have MII enabled as well. It was found using the randconfig
option during testing, MII would be selected but NET_CORE
could be disabled. This caused a dependency error.
Resolved the dependency by selecting NET_CORE when MII is
selected.

Based on finds for Stephen Rothwell, where current defconfig's
enable a ethernet driver and it is not compiled due to the newly
added NET_VENDOR_* component of Kconfig.
This patch enables all the "new" Kconfig options so that current
defconfig's will continue to compile the expected drivers. In
addition, by enabling all the new Kconfig options does not add
any un-expected options.
