Thomas Gleixner fe05143484 genirq: Remove pointless ifdefs 
kernel/irq/ is only built when CONFIG_GENERIC_HARDIRQS=y. So making
code inside of kernel/irq/ conditional on CONFIG_GENERIC_HARDIRQS is
pointless.
