Use power state to decide whether we can enter or leave IPS accurately,
and then prevent to power on/off twice.
The commit 6bf3a08340 ("wifi: rtw88: add flag check before enter or leave IPS")
would like to prevent this as well, but it still can't entirely handle all
cases. The exception is that WiFi gets connected and does suspend/resume,
it will power on twice and cause it failed to power on after resuming,
like:
rtw_8723de 0000:03:00.0: failed to poll offset=0x6 mask=0x2 value=0x2
rtw_8723de 0000:03:00.0: mac power on failed
rtw_8723de 0000:03:00.0: failed to power on mac
rtw_8723de 0000:03:00.0: leave idle state failed
rtw_8723de 0000:03:00.0: failed to leave ips state
rtw_8723de 0000:03:00.0: failed to leave idle state
rtw_8723de 0000:03:00.0: failed to send h2c command
To fix this, introduce new flag RTW_FLAG_POWERON to reflect power state,
and call rtw_mac_pre_system_cfg() to configure registers properly between
power-off/-on.

USB and (upcoming) SDIO support may sleep in the read/write handlers.
Use non-atomic rtw_iterate_stas() in rtw_ra_mask_info_update() because
the iterator function rtw_ra_mask_info_update_iter() needs to read and
write registers from within rtw_update_sta_info(). Using the non-atomic
iterator ensures that we can sleep during USB and SDIO register reads
and writes. This fixes "scheduling while atomic" or "Voluntary context
switch within RCU read-side critical section!" warnings as seen by SDIO
card users (but it also affects USB cards).

The driver uses ieee80211_iterate_active_interfaces_atomic()
and ieee80211_iterate_stations_atomic() in several places and does
register accesses in the iterators. This doesn't cope with upcoming
USB support as registers can only be accessed non-atomically.
Split these into a two stage process: First use the atomic iterator
functions to collect all active interfaces or stations on a list, then
iterate over the list non-atomically and call the iterator on each
entry.

For SDIO/USB interface, since the tranferring speed is slower than
that in PCIE, it may have race condition when the driver sets down
H2C command to the FW.
In the function rtw_fw_send_h2c_command, before the patch, box_reg
is written first, then box_ex_reg is written. FW starts to work and
fetch the value of box_ex_reg, when the most significant byte of
box_reg(4 bytes) is written. Meanwhile, for SDIO/USB interface,
since the transferring speed is slow, the driver is still in writing
the new value of box_ex_reg through the bus, and FW may get the
wrong value of box_ex_reg at the moment.
To prevent the above driver/FW racing situation, box_ex_reg is
written first then box_reg. Furthermore, it is written in 4 bytes at
a time, instead of written in one byte one by one. It can increase
the speed for SDIO/USB interface.

Since chip_info has became const table, we must access them via const

reported by smatch
phy.c:854 rtw_phy_linear_2_db() error: buffer overflow 'db_invert_table[i]'
8 <= 8 (assuming for loop doesn't break)
However, it seems to be a false alarm because we prevent it originally via
if (linear >= db_invert_table[11][7])
return 96; /* maximum 96 dB */
Still, we adjust the code to be more readable and avoid smatch warning.

The original timing that store OP channel info is after associated.
However, HW scan might happen before associated without backing to
OP channel, that will cause authentication or association fail.
Therefore, we modify the timing of storing OP channel info.

HW scan need to start queues after switch to OP channel, and stop queues
before leaving op channel. However, in original code, driver will start
queues after switch to OP channel, but stop queues until switch to OP
channel next time, that will cause packets transmitted in wrong channel.
So we fix the stop queues timing.

Some WSC IEs require size larger than we current supports. Extend size
to fit those demands. Separate the registered scan IE length by IC so
settings can be independent.
Since old firmware uses fewer page number, define a firmware feature to
be compatible with various firmware version.

The function alloc_workqueue() in rtw_core_init() can fail, but
there is no check of its return value. To fix this bug, its return value
should be checked with new error handling code.

When calling start/stop_ap(), mac80211 already has a protected
link_conf pointer. Pass it to the driver, so it shouldn't
handle RCU protection.

Split the bss_info_changed method to vif_cfg_changed and
link_info_changed, with the latter getting a link ID.
Also change the 'changed' parameter to u64 already, we
know we need that.
