xdp_return_frame_bulk() needs to pass a xdp_buff
to __xdp_return().

Syzbot reported a stack overflow in bitmap_from_arr32() called from
ethnl_parse_bitset() when bitset from netlink message is longer than
target bitmap length. While ethnl_compact_sanity_checks() makes sure that
trailing part is all zeros (i.e. the request does not try to touch bits
kernel does not recognize), we also need to cap change_bits to nbits so
that we don't try to write past the prepared bitmaps.

After updating userspace Ethtool from 5.7 to 5.9, I noticed that
NETDEV_FEAT_CHANGE is no more raised when changing netdev features
through Ethtool.
That's because the old Ethtool ioctl interface always calls
netdev_features_change() at the end of user request processing to
inform the kernel that our netdevice has some features changed, but
the new Netlink interface does not. Instead, it just notifies itself
with ETHTOOL_MSG_FEATURES_NTF.
Replace this ethtool_notify() call with netdev_features_change(), so
the kernel will be aware of any features changes, just like in case
with the ioctl interface. This does not omit Ethtool notifications,
as Ethtool itself listens to NETDEV_FEAT_CHANGE and drops
ETHTOOL_MSG_FEATURES_NTF on it
(net/ethtool/netlink.c:ethnl_netdev_event()).

The ETHTOOL_A_STRSET_COUNTS_ONLY flag attribute was previously
not allowed to be used, but now due to the policy size reduction
we would access the tb[] array out of bounds since we tried to
check for the attribute despite it not being accepted.
Fix both issues by adding it correctly to the appropriate policy.

Perform header flags validation through the policy.
Only pause command supports ETHTOOL_FLAG_STATS. Create a separate
policy to be able to express that in policy dumps to user space.
Note that even though the core will validate the header policy,
it cannot record multiple layers of attributes and we have to
re-parse header sub-attrs. When doing so we could skip attribute
validation, or use most permissive policy. Opt for the former.
We will no longer return the extack cookie for flags but since
we only added first new flag in this release it's not expected
that any user space had a chance to make use of it.

To get the most out of parsing by the core, and to allow dumping

Since ethtool uses strict attribute validation there's no need
to initialize all attributes in policy tables. 0 is NLA_UNSPEC
which is going to be rejected. Remove the NLA_REJECTs.
Similarly attributes above maxattrs are rejected, so there's
no need to always size the policy tables to ETHTOOL_A_..._MAX.

Wire up policies for get commands in struct nla_policy of the ethtool
family. Make use of genetlink code attr validation and parsing, as well
as allow dumping policies to user space.
For every ETHTOOL_MSG_*_GET:
- add 'ethnl_' prefix to policy name
- add extern declaration in net/ethtool/netlink.h
- wire up the policy & attr in ethtool_genl_ops[].
- remove .request_policy and .max_attr from ethnl_request_ops.
Obviously core only records the first "layer" of parsed attrs
so we still need to parse the sub-attrs of the nested header
attribute.

Like all genl families ethtool_genl_family needs to not
be a straight up constant, because it's modified/initialized
by genl_register_family(). After init, however, it's only
passed to genlmsg_put() & co. therefore we can mark it
as __ro_after_init.
Since genl_family structure contains function pointers
mark this as a fix.

Tunnel offload info code uses ETHTOOL_MSG_TUNNEL_INFO_GET message type (cmd
field in genetlink header) for replies to tunnel info netlink request, i.e.
the same value as the request have. This is a problem because we are using
two separate enums for userspace to kernel and kernel to userspace message
types so that this ETHTOOL_MSG_TUNNEL_INFO_GET (28) collides with
ETHTOOL_MSG_CABLE_TEST_TDR_NTF which is what message type 28 means for
kernel to userspace messages.
As the tunnel info request reached mainline in 5.9 merge window, we should
still be able to fix the reply message type without breaking backward
compatibility.

Currently drivers have to report their pause frames statistics
via ethtool -S, and there is a wide variety of names used for
these statistics.
Add the two statistics defined in IEEE 802.3x to the standard
API. Create a new ethtool request header flag for including
statistics in the response to GET commands.
Always create the ETHTOOL_A_PAUSE_STATS nest in replies when
flag is set. Testing if driver declares the op is not a reliable
way of checking if any stats will actually be included and therefore
we don't want to give the impression that presence of
ETHTOOL_A_PAUSE_STATS indicates driver support.
Note that this patch does not include PFC counters, which may fit
better in dcbnl? But mostly I don't need them/have a setup to test
them so I haven't looked deeply into exposing them :)

If ops->set_phys_id() returned an error, previously we would only break
out of the inner loop, which neither stopped the outer loop nor returned
the error to the user (since 'rc' would be overwritten on the next pass
through the loop).
Thus, rewrite it to use a single loop, so that the break does the right
thing. Use u64 for 'count' and 'i' to prevent overflow in case of
(unreasonably) large values of id.data and n.

Rename the AF_XDP zero-copy driver interface functions to better
reflect what they do after the replacement of umems with buffer
pools in the previous commit. Mostly it is about replacing the
umem name from the function names with xsk_buff and also have
them take the a buffer pool pointer instead of a umem. The
various ring functions have also been renamed in the process so
that they have the same naming convention as the internal
functions in xsk_queue.h. This so that it will be clearer what
they do and also for consistency.

Replace the explicit umem reference passed to the driver in AF_XDP
zero-copy mode with the buffer pool instead. This in preparation for
extending the functionality of the zero-copy mode so that umems can be
shared between queues on the same netdev and also between netdevs. In
this commit, only an umem reference has been added to the buffer pool
struct. But later commits will add other entities to it. These are
going to be entities that are different between different queue ids
and netdevs even though the umem is shared between them.

The legacy ethtool userspace tool shows an error when no features could
be changed. It's useful to have a netlink reply to be able to show this
error when __netdev_update_features wasn't called, for example:
1. ethtool -k eth0
large-receive-offload: off
2. ethtool -K eth0 rx-fcs on
3. ethtool -K eth0 lro on
Could not change any device features
rx-lro: off [requested on]
4. ethtool -K eth0 lro on
# The output should be the same, but without this patch the kernel

This commit makes ethtool-netlink always return a reply when requested,
and it still avoids unnecessary calls to __netdev_update_features if the
wanted features haven't changed.

Currently, ethtool-netlink calculates new wanted bits as:
(req_wanted & req_mask) | (old_active & ~req_mask)
It completely discards the old wanted bits, so they are forgotten with
the next ethtool command. Sample steps to reproduce:
1. ethtool -k eth0
tx-tcp-segmentation: on # TSO is on from the beginning
2. ethtool -K eth0 tx off
tx-tcp-segmentation: off [not requested]
3. ethtool -k eth0
tx-tcp-segmentation: off [requested on]
4. ethtool -K eth0 rx off # Some change unrelated to TSO

tx-tcp-segmentation: off # "Wanted on" is forgotten
This commit fixes it by changing the formula to:
(req_wanted & req_mask) | (old_wanted & ~req_mask),
where old_active was replaced by old_wanted to account for the wanted
bits.
The shortcut condition for the case where nothing was changed now
compares wanted bitmasks, instead of wanted to active.

mlx5 has the IANA VXLAN port (4789) hard coded by the device,
instead of being added dynamically when tunnels are created.
To support this add a workaround flag to struct udp_tunnel_nic_info.
Skipping updates for the port is fairly trivial, dumping the hard
coded port via ethtool requires some code duplication. The port
is not a part of any real table, we dump it in a special table
which has no tunnel types supported and only one entry.
This is the last known workaround / hack needed to convert
all drivers to the new infra.

Add an interface to report offloaded UDP ports via ethtool netlink.
Now that core takes care of tracking which UDP tunnel ports the NICs
are aware of we can quite easily export this information out to
user space.
The responsibility of writing the netlink dumps is split between
ethtool code and udp_tunnel_nic.c - since udp_tunnel module may
not always be loaded, yet we should always report the capabilities
of the NIC.

If the genlmsg_put() call in ethnl_default_dumpit() fails, we bail out
without checking if we already have some messages in current skb like we do
with ethnl_default_dump_one() failure later. Therefore if existing messages
almost fill up the buffer so that there is not enough space even for
netlink and genetlink header, we lose all prepared messages and return and
error.
Rather than duplicating the skb->len check, move the genlmsg_put(),
genlmsg_cancel() and genlmsg_end() calls into ethnl_default_dump_one().
This is also more logical as all message composition will be in
ethnl_default_dump_one() and only iteration logic will be left in
ethnl_default_dumpit().

Define 100G, 200G and 400G link modes using 100Gbps per lane
LR, ER and FR are defined as a single link mode because they are
using same technology and by design are fully interoperable.
EEPROM content indicates if the module is LR, ER, or FR, and the
user space ethtool decoder is planned to support decoding these
modes in the EEPROM.

Now that we have moved the PHY ethtool statistics to be dynamically
registered, we no longer need to inline those for ethtool. This used to
be done to avoid cross symbol referencing and allow ethtool to be
decoupled from PHYLIB entirely.

Currently, drivers can only tell whether the link is up/down using
LINKSTATE_GET, but no additional information is given.
Add attributes to LINKSTATE_GET command in order to allow drivers
to expose the user more information in addition to link state to ease
the debug process, for example, reason for link down state.
Extended state consists of two attributes - link_ext_state and
link_ext_substate. The idea is to avoid 'vendor specific' states in order
to prevent drivers to use specific link_ext_state that can be in the future
common link_ext_state.
The substates allows drivers to add more information to the common
link_ext_state. For example, vendor can expose 'Autoneg' as link_ext_state
and add 'No partner detected during force mode' as link_ext_substate.
If a driver cannot pinpoint the extended state with the substate
accuracy, it is free to expose only the extended state and omit the
substate attribute.

When getting SQI or maximum SQI value fails in linkstate_prepare_data(), we
must not return without calling ethnl_ops_complete(dev) as that could
result in imbalance between ethtool_ops ->begin() and ->complete() calls.

A last minute change put the TDR cable test parameters into a nest.
The validation is not sufficient, resulting in an oops if the nest is
missing. Set default values first, then update them if the nest is
provided.

Commit e585f23636 ("udp: Changes to udp_offload to support remote
checksum offload") added new GSO type and a corresponding netdev
feature, but missed Ethtool's 'netdev_features_strings' table.
Give it a name so it will be exposed to userspace and become available
for manual configuration.

Commit 3b33583265 ("net: Add fraglist GRO/GSO feature flags") missed
an entry for NETIF_F_GSO_FRAGLIST in netdev_features_strings array. As
a result, fraglist GSO feature is not shown in 'ethtool -k' output and
can't be toggled on/off.
The fix is trivial.

Use array_size() helper instead of the open-coded version in
copy_to_user(). These sorts of multiplication factors need to
be wrapped in array_size().
This issue was found with the help of Coccinelle and, audited and fixed
manually.

Allow the user to configure where on the cable the TDR data should be
retrieved, in terms of first and last sample, and the step between
samples. Also add the ability to ask for TDR data for just one pair.
If this configuration is not provided, it defaults to 1-150m at 1m
intervals for all pairs.

get_coalesce returns 0 or ERRNO, but the return value isn't checked.
The returned coalesce data may be invalid if an ERRNO is set,

Move the AF_XDP zero-copy driver interface to its own include file
called xdp_sock_drv.h. This, hopefully, will make it more clear for

As ethnl_request_ops::reply_size handlers do not include common header
size into calculated/estimated reply size, it needs to be added in
ethnl_default_doit() and ethnl_default_notify() before allocating the
message. On the other hand, strset_reply_size() should not add common
header size.

Provide infrastructure for PHY drivers to report the cable test
results. A netlink skb is associated to the phydev. Helpers will be
added which can add results to this skb. Once the test has finished
the results are sent to user space.
When netlink ethtool is not part of the kernel configuration stubs are
provided. It is also impossible to trigger a cable test, so the error
code returned by the alloc function is of no consequence.

This UAPI is needed for BroadR-Reach 100BASE-T1 devices. Due to lack of
auto-negotiation support, we needed to be able to configure the
MASTER-SLAVE role of the port manually or from an application in user
space.
The same UAPI can be used for 1000BASE-T or MultiGBASE-T devices to

Since some clock or link related issues are only reproducible in a

Implement TSINFO_GET request to get timestamping information for a network
device. This is traditionally available via ETHTOOL_GET_TS_INFO ioctl
request.
Move part of ethtool_get_ts_info() into common.c so that ioctl and netlink
code use the same logic to get timestamping information from the device.

Andrew noticed that some handlers for *_SET commands leak a netdev
reference if required ethtool_ops callbacks do not exist. One of them is
ethnl_set_privflags(), a simple reproducer would be e.g.

Currently, ethtool feature mask for checksum command is ORed with
NETIF_F_FCOE_CRC_BIT, which is bit's position number, instead of the
actual feature bit - NETIF_F_FCOE_CRC.
The invalid bitmask here might affect unrelated features when toggling
TX checksumming. For example, TX checksumming is always mistakenly
reported as enabled on the netdevs tested (mlx5, virtio_net).

Andrew noticed that some handlers for *_SET commands leak a netdev
reference if required ethtool_ops callbacks do not exist. A simple
reproducer would be e.g.
ip link add veth1 type veth peer name veth2
ethtool -s veth1 wol g
ip link del veth1
Make sure dev_put() is called when ethtool_ops check fails.

Now that all in-tree drivers have been updated we can
make the supported_coalesce_params mandatory.
To save debugging time in case some driver was missed
(or is out of tree) add a warning when netdev is registered
with set_coalesce but without supported_coalesce_params.

As pointed out by Jakub Kicinski, we ethtool netlink code should respond
with an error if request head has flags set which are not recognized by
kernel, either as a mistake or because it expects functionality introduced
in later kernel versions.
To avoid unnecessary roundtrips, use extack cookie to provide the
information about supported request flags.

Implement CHANNELS_SET netlink request to set channel counts of a network
device. These are traditionally set with ETHTOOL_SCHANNELS ioctl request.
Like the ioctl implementation, the generic ethtool code checks if supplied
values do not exceed driver defined limits; if they do, first offending
attribute is reported using extack. Checks preventing removing channels
used for RX indirection table or zerocopy AF_XDP socket are also
implemented.
Move ethtool_get_max_rxfh_channel() helper into common.c so that it can be
used by both ioctl and netlink code.

Implement FEATURES_SET netlink request to set network device features.
These are traditionally set using ETHTOOL_SFEATURES ioctl request.
Actual change is subject to netdev_change_features() sanity checks so that
it can differ from what was requested. Unlike with most other SET requests,
in addition to error code and optional extack, kernel provides an optional
reply message (ETHTOOL_MSG_FEATURES_SET_REPLY) in the same format but with
different semantics: information about difference between user request and
actual result and difference between old and new state of dev->features.
This reply message can be suppressed by setting ETHTOOL_FLAG_OMIT_REPLY
flag in request header.

Unlike other SET type commands, modifying netdev features is required to
provide a reply telling userspace what was actually changed, compared to
what was requested. For that purpose, the "modified" flag provided by
ethnl_update_bitset() is not sufficient, we need full information which
bits were requested to change.
Therefore provide ethnl_parse_bitset() returning effective value and mask
bitmaps equivalent to the contents of a bitset nested attribute.

Legacy ioctl request like ETHTOOL_GTXCSUM are still used by ethtool utility
to get values of legacy flags (which rather work as feature groups). These
are calculated from values of actual features and request to set them is
implemented as an attempt to set all features mapping to them but there are
two inconsistencies:
- tx-checksum-fcoe-crc is shown under tx-checksumming but NETIF_F_FCOE_CRC
is not included in ETHTOOL_GTXCSUM/ETHTOOL_STXCSUM
- tx-scatter-gather-fraglist is shown under scatter-gather but
NETIF_F_FRAGLIST is not included in ETHTOOL_GSG/ETHTOOL_SSG
As the mapping in ethtool output is more correct from logical point of
view, fix ethtool_get_feature_mask() to match it.

Andrew Lunn pointed out that even if it's documented that
ethnl_parse_header() takes reference to network device if it fills it
into the target structure, its name doesn't make it apparent so that
corresponding dev_put() looks like mismatched.
Rename the function ethnl_parse_header_dev_get() to indicate that it
takes a reference.

Linux supports 22 different interrupt coalescing parameters.
No driver implements them all. Some drivers just ignore the
ones they don't support, while others have to carry a long
list of checks to reject unsupported settings.
To simplify the drivers add the ability to specify inside
ethtool_ops which parameters are supported and let the core
reject attempts to set any other one.
This commit makes the mechanism an opt-in, only drivers which
set ethtool_opts->coalesce_types to a non-zero value will have
the checks enforced.
The same mask is used for global and per queue settings.

Syzbot reported that ethnl_compact_sanity_checks() can be tricked into
reading past the end of ETHTOOL_A_BITSET_VALUE and ETHTOOL_A_BITSET_MASK
attributes and even the message by passing a value between (u32)(-31)
and (u32)(-1) as ETHTOOL_A_BITSET_SIZE.
The problem is that DIV_ROUND_UP(attr_nbits, 32) is 0 for such values so
that zero length ETHTOOL_A_BITSET_VALUE will pass the length check but
ethnl_bitmap32_not_zero() check would try to access up to 512 MB of
attribute "payload".
Prevent this overflow byt limiting the bitset size. Technically, compact
bitset format would allow bitset sizes up to almost 2^18 (so that the
nest size does not exceed U16_MAX) but bitsets used by ethtool are much
shorter. S16_MAX, the largest value which can be directly used as an
upper limit in policy, should be a reasonable compromise.

A bitset without mask in a _SET request means we want exactly the bits in
the bitset to be set. This works correctly for compact format but when
verbose format is parsed, ethnl_update_bitset32_verbose() only sets the
bits present in the request bitset but does not clear the rest. This can
cause incorrect results like

In order to stop useless driver version bumps and unify output
presented by ethtool -i, let's set default version string.
As Linus said in [1]: "Things are supposed to be backwards and
forwards compatible, because we don't accept breakage in user
space anyway. So versioning is pointless, and only causes
problems."
They cause problems when users start to see version changes
and expect specific set of features which will be different
for stable@, vanilla and distribution kernels.
Distribution kernels are based on some kernel version with extra
patches on top, for example, in RedHat world this "extra" is a lot
and for them your driver version say nothing. Users who run vanilla
kernels won't use driver version information too, because running
such kernels requires knowledge and understanding.
Another set of problems are related to difference in versioning scheme
and such doesn't allow to write meaningful automation which will work
sanely on all ethtool capable devices.
Before this change:

The notification message has the same format as reply to LINKMODES_GET
request. ETHTOOL_MSG_LINKMODES_SET netlink request only triggers the
notification if there is a change but the ioctl command handlers do not
check if there is an actual change and trigger the notification whenever
the commands are executed.
As all work is done by ethnl_default_notify() handler and callback
functions introduced to handle LINKMODES_GET requests, all that remains is
adding entries for ETHTOOL_MSG_LINKMODES_NTF into ethnl_notify_handlers and
ethnl_default_notify_ops lookup tables and calls to ethtool_notify() where
needed.

request. ETHTOOL_MSG_LINKINFO_SET netlink request only triggers the
notification if there is a change but the ioctl command handlers do not
check if there is an actual change and trigger the notification whenever
the commands are executed.
As all work is done by ethnl_default_notify() handler and callback
functions introduced to handle LINKINFO_GET requests, all that remains is
adding entries for ETHTOOL_MSG_LINKINFO_NTF into ethnl_notify_handlers and
ethnl_default_notify_ops lookup tables and calls to ethtool_notify() where
needed.

The ethtool netlink notifications have the same format as related GET
replies so that if generic GET handling framework is used to process GET
requests, its callbacks and instance of struct get_request_ops can be
also used to compose corresponding notification message.
Provide function ethnl_std_notify() to be used as notification handler in
ethnl_notify_handlers table.

Implement LINKINFO_SET netlink request to set link settings queried by
LINKINFO_GET message.
Only physical port, phy MDIO address and MDI(-X) control can be set,
attempt to modify MDI(-X) status and transceiver is rejected.

Implement LINKINFO_GET netlink request to get basic link settings provided
by ETHTOOL_GLINKSETTINGS and ETHTOOL_GSET ioctl commands.
This request provides settings not directly related to autonegotiation and
link mode selection: physical port, phy MDIO address, MDI(-X) status,
MDI(-X) control and transceiver.
LINKINFO_GET request can be used with NLM_F_DUMP (without device
identification) to request the information for all devices in current
network namespace providing the data.

Requests a contents of one or more string sets, i.e. indexed arrays of
strings; this information is provided by ETHTOOL_GSSET_INFO and
ETHTOOL_GSTRINGS commands of ioctl interface. Unlike ioctl interface, all
information can be retrieved with one request and mulitple string sets can
be requested at once.
There are three types of requests:
- no NLM_F_DUMP, no device: get "global" stringsets
- no NLM_F_DUMP, with device: get string sets related to the device
- NLM_F_DUMP, no device: get device related string sets for all devices
Client can request either all string sets of given type (global or device
related) or only specific sets. With ETHTOOL_A_STRSET_COUNTS flag set, only
set sizes (numbers of strings) are returned.

Significant part of GET request processing is common for most request
types but unfortunately it cannot be easily separated from type specific
code as we need to alternate between common actions (parsing common request
header, allocating message and filling netlink/genetlink headers etc.) and
specific actions (querying the device, composing the reply). The processing
also happens in three different situations: "do" request, "dump" request
and notification, each doing things in slightly different way.
The request specific code is implemented in four or five callbacks defined
in an instance of struct get_request_ops:
parse_request() - parse incoming message
prepare_data() - retrieve data from driver or NIC
reply_size() - estimate reply message size
fill_reply() - compose reply message
cleanup_data() - (optional) clean up additional data
Other members of struct get_request_ops describe the data structure holding
information from client request and data used to compose the message. The
default handlers ethnl_default_doit(), ethnl_default_dumpit(),
ethnl_default_start() and ethnl_default_done() can be then used in genl_ops
handler. Notification handler will be introduced in a later patch.

Add infrastructure for ethtool netlink notifications. There is only one
multicast group "monitor" which is used to notify userspace about changes
and actions performed. Notification messages (types using suffix _NTF)
share the format with replies to GET requests.
Notifications are supposed to be broadcasted on every configuration change,
whether it is done using the netlink interface or ioctl one. Netlink SET
requests only trigger a notification if some data is actually changed.
To trigger an ethtool notification, both ethtool netlink and external code
use ethtool_notify() helper. This helper requires RTNL to be held and may
sleep. Handlers sending messages for specific notification message types
are registered in ethnl_notify_handlers array. As notifications can be
triggered from other code, ethnl_ok flag is used to prevent an attempt to
send notification before genetlink family is registered.

The ethtool netlink code uses common framework for passing arbitrary
length bit sets to allow future extensions. A bitset can be a list (only
one bitmap) or can consist of value and mask pair (used e.g. when client
want to modify only some bits). A bitset can use one of two formats:
verbose (bit by bit) or compact.
Verbose format consists of bitset size (number of bits), list flag and
an array of bit nests, telling which bits are part of the list or which
bits are in the mask and which of them are to be set. In requests, bits
can be identified by index (position) or by name. In replies, kernel
provides both index and name. Verbose format is suitable for "one shot"
applications like standard ethtool command as it avoids the need to
either keep bit names (e.g. link modes) in sync with kernel or having to
add an extra roundtrip for string set request (e.g. for private flags).
Compact format uses one (list) or two (value/mask) arrays of 32-bit
words to store the bitmap(s). It is more suitable for long running
applications (ethtool in monitor mode or network management daemons)
which can retrieve the names once and then pass only compact bitmaps to
save space.
Userspace requests can use either format; ETHTOOL_FLAG_COMPACT_BITSETS
flag in request header tells kernel which format to use in reply.
Notifications always use compact format.
As some code uses arrays of unsigned long for internal representation and
some arrays of u32 (or even a single u32), two sets of parse/compose
helpers are introduced. To avoid code duplication, helpers for unsigned
long arrays are implemented as wrappers around helpers for u32 arrays.
There are two reasons for this choice: (1) u32 arrays are more frequent in
ethtool code and (2) unsigned long array can be always interpreted as an
u32 array on little endian 64-bit and all 32-bit architectures while we
would need special handling for odd number of u32 words in the opposite
direction.

Basic genetlink and init infrastructure for the netlink interface, register
genetlink family "ethtool". Add CONFIG_ETHTOOL_NETLINK Kconfig option to
make the build optional. Add initial overall interface description into
Documentation/networking/ethtool-netlink.rst, further patches will add more
detailed information.

whether to invoke the PHY's tsinfo ethtool callback. This patch
replaces the open coded logic with an invocation of the proper

Unlike e.g. netdev features, the ethtool ioctl interface requires link mode
table to be in sync between kernel and userspace for userspace to be able
to display and set all link modes supported by kernel. The way arbitrary
length bitsets are implemented in netlink interface, this will be no longer
needed.
To allow userspace to access all link modes running kernel supports, add
table of ethernet link mode names and make it available as a string set to
userspace GET_STRSET requests. Add build time check to make sure names
are defined for all modes declared in enum ethtool_link_mode_bit_indices.
Once the string set is available, make it also accessible via ioctl.

The ethtool netlink interface is going to be split into multiple files so
that it will be more convenient to put all of them in a separate directory
net/ethtool. Start by moving current ethtool.c with ioctl interface into
this directory and renaming it to ioctl.c.
