Fixing the get_timer function to return time in miliseconds instead of
ticks. Also fixed PXA boards to use the conventional value of 1000 for
CONFIG_SYS_HZ.

The CONFIG_CMD_ENV option controls enablement of the `saveenv` command
rather than a generic "env" command, or anything else related to the
environment. So, let's make sure the define is named accordingly.

Rather than forcing people to define a custom "LITTLEENDIAN", just use the
__LITTLE_ENDIAN one from the Linux byteorder headers that every arch is
already setting up.

This patch renames NAND_MAX_CHIPS to CONFIG_SYS_NAND_MAX_CHIPS and
changes the default from 8 to 1 for the legacy and the new MTD
NAND layer. This allows to remove all NAND_MAX_CHIPS definitions
in the board config files because none of the boards use multi
chip support (NAND_MAX_CHIPS > 1) so far. The bamboo and the DU440
define
#define NAND_MAX_CHIPS CONFIG_SYS_MAX_NAND_DEVICE
but that's bogus and did not work anyhow.

Explicitly add in default CONFIG_BOOTP_* options where cmd_confdefs.h
used to be included but CONFIG_BOOTP_MASK was not defined.
Remove lingering references to CFG_CMD_* symbols.

and adapted board configs TQM5200 and yosemite accordingly. This commit
also makes the maximum number of root hub ports configurable
(CFG_USB_OHCI_MAX_ROOT_PORTS).
* For READ_STATUS and READID commands always 8 bytes need to be read from
NDDB. Otherwise they stay there and get send to flash as the first data
word when writing.
* In nand_base.c the oob variable is not reset so this->oob_buf is
overwritten what eventually screws up the bad block descriptor table.
* Debug message can be turned on and off.
* Waiting for events now times out.
* Implemented RESET command.
* Added appropriate nand_bbt_descriptor and nand_oobinfo.
Remaining Problems:
* Read Status still behaves weird an returns invalid stuff sometimes.
* ECC Placement does not respect our scheme in nand_oobinfo.
