Most users don't need the standalone API examples. Distributions like SUSE
do not supply libgcc for cross-compiling and we cannot do without on ARMv8
for building examples/.
Make examples selectable via symbol CONFIG_EXAMPLES. It defaults to
yes on ARCH_QEMU to ensure that we compile the API as part of our
continuous integration.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

After consulting with some of the SPDX team, the conclusion is that
Makefiles are worth adding SPDX-License-Identifier tags too, and most of
ours have one. This adds tags to ones that lack them and converts a few
that had full (or in one case, very partial) license blobs into the
equivalent tag.

A forward port of the last version to work with the newer smc911x driver.
I only have a board with a LAN9218 part on it, so that is the only one
I've tested. But there isn't anything in this that would make it terribly
chip specific afaik.

Fix alignment fault on ARM when running modules. With out an explicit
linker file gcc4.2.1 will half word align __bss_start's value. The word
dereference will crash hello_world.

Modifications are based on the linux kernel approach and
support two use cases:
1) Add O= to the make command line
'make O=/tmp/build all'
2) Set environement variable BUILD_DIR to point to the desired location
'export BUILD_DIR=/tmp/build'
'make'
The second approach can also be used with a MAKEALL script
'export BUILD_DIR=/tmp/build'
'./MAKEALL'
Command line 'O=' setting overrides BUILD_DIR environent variable.
When none of the above methods is used the local build is performed and
the object files are placed in the source directory.
