ARM: rmobile: Enable CONFIG_PCI_REGION_MULTI_ENTRY on RCar3

R-Car3 can have multiple regions of type memory in DT, enable
CONFIG_PCI_REGION_MULTI_ENTRY to handle those instead of using
just one of the memory regions.
