Add support for "ethtool DEVNAME" over ipoib ports,
Display standard port information for IPoIB netdevices using ethtool
For example:
$ ethtool ib2

These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``.
