Dmitry Osipenko faa8605f9f clk: tegra: Remove CLK_IS_CRITICAL flag from fuse clock 
FUSE driver now takes care of keeping the clock enabled when necessary.
Remove the CLK_IS_CRITICAL flag from the clock.
