This should make it easier to delete or move <mach/*.h>; something that
is useful for single-zImage.

Secondary CPU powerdomains can be powergated on Tegra30. Add the necessary
functions to do this. This will be used to boot the secondary CPUs later on.

Not exported and not used externally.
Also, fix return type. Due to new return type, errors can't be returned
so WARN_ON instead of returning error if a bad parameter is specified.
