Those two checks are needless/useless, as the ca_msg struct is
declared as:
typedef struct ca_msg {
unsigned int index;
unsigned int type;
unsigned int length;
unsigned char msg[256];
} ca_msg_t;
So, if the p_ca_message pointer is not null, msg will also be
not null.

Instead of allocating a var to store 0 and just return it,
change the code to return 0 directly.

Change several memcpy() to memmove() in cases when the regions are
definitely overlapping; memcpy() of overlapping regions is undefined
behavior in C and can produce different results depending on the compiler,
the memcpy implementation, etc.
