Several functions in the fm10k driver have specific function templates,
as they are used as function pointers. The parameters in these functions
are not always used. Explicitly mark unused parameters with the
__always_unused macro, so that the compiler will not warn about them
when building with the -Wunused-parameter warning enabled.

The err variable in the fm10k_tlv_attr_parse function is initialized
with zero. However, the function never reads err without first assigning
it from a function call. Remove this unnecessary initialization.
This was detected by cppcheck and resolves the following warning
produced by that tool:
[fm10k_tlv.c:498]: (style) Variable 'err' is assigned a value that is
never used.

After many years of having a ~30 line copyright and license header to our
source files, we are finally able to reduce that to one line with the
advent of the SPDX identifier.
Also caught a few files missing the SPDX license identifier, so fixed
them up.

Several function header comments had incorrect function parameter
definitions. Recent versions of the upstream kernel have started to warn
about these issues. Fix up the comments which do not match in order to
resolve these new warnings.
While fixing these, update the copyright year also.

fm10k_tlv_parse_attr is supposed to return FM10K_NOT_IMPLEMENTED for any
TLV who's attribute id lies outside the range of results. It does not do
this today. In addition, the documentation does not indicate that other
attributes which are not implemented for a given TLV will be silently
ignored. Fix this. Clean up the logic so that we don't rely on the fact
that FM10K_NOT_IMPLEMENTED is greater than zero, as this can easily
cause confusion.
A future extension could look into some way of reporting unknown TLVs
in order to make issues more easily discoverable. We can't just return
FM10K_NOT_IMPLEMENTED here because we don't want to drop the entire
message if it has an unknown TLV.
While here, update the copyright year.

When comparing MAC addresses, use ether_addr_equal instead of memcmp to
ETH_ALEN length. Found and replaced using the following sed:

This patch adds generic mailbox support. The general idea of the mailboxes
is to use a pair of ring buffers, one for request, one for response to send
data between the local driver and some remote entity be it the PF of the
Switch Manager.
