All other net drivers with PTP support enable it unconditionally.
Make tile_net consistent with this.

This change adds support for the tilegx network driver based on the
GXIO IORPC support in the tilegx software stack, using the on-chip
mPIPE packet processing engine.

Move the Tilera driver into drivers/net/ethernet/tile and
make the necessary Kconfig and Makefile changes.
Updated the Kconfig so that the options defualt to y if TILE kernel.
