Add rt_sigframe_x32 to <asm/sigframe.h>. Unfortunately we can't just
define all the data structures unconditionally, due to the #ifdef
CONFIG_COMPAT in <linux/compat.h> and its trickle-down effects, hence
the #ifdef mess.
