riscv: mm: init: try IS_ENABLED(CONFIG_XIP_KERNEL) instead of #ifdef
Try our best to replace the conditional compilation using "#ifdef CONFIG_XIP_KERNEL" with "IS_ENABLED(CONFIG_XIP_KERNEL)", to simplify the code and to increase compile coverage.
