staging/lustre: Remove server-side changelog defines

CHANGELOG_MAGIC, CHANGELOG_MINMASK, CHANGELOG_ALLMASK,
CHANGELOG_DEFMASK and CHANGELOG_USER_PREFIX are all unused
on the client.
