staging: rtl8723au: Remove useless static functions

This patch removes the static functions bthci_CmdSetEventFilter,
bthci_CmdReadRSSI and bthci_CmdHostNumberOfCompletedPackets, since their
body only consists of 'return HCI_STATUS_SUCCESS'.
