mm/Kconfig: add MMU dependency for MIGRATION.

MIGRATION must depend on MMU, or allmodconfig for the nommu sh
architecture fails to build:

Also let CMA depend on MMU, or when NOMMU, if we select CMA, it will
select MIGRATION by force.
