io_uring: better encapsulate buffer select for rw

Make io_put_rw_kbuf() to do the REQ_F_BUFFER_SELECTED check, so all the
callers don't need to hand code it. The number of places where we call
io_put_rw_kbuf() is growing, so saves some pain.
