Staging: bcm: Remove typedef for _S_PHS_RULE and call directly.

This patch removes typedef for _S_PHS_RULE, and changes
the name of the struct to bcm_phs_rule. In
addition, any calls to struct "S_PHS_RULE" are
changed to call directly.
