locking/refcount: Consolidate REFCOUNT_{MAX,SATURATED} definitions
The definitions of REFCOUNT_MAX and REFCOUNT_SATURATED are the same, regardless of CONFIG_REFCOUNT_FULL, so consolidate them into a single pair of definitions.
