misc: mic: scif: scif_nodeqp: Fix a bunch of kerneldoc issues
Includes; missing function argument documentation, misnamed argument tags, the promotion of obvious kerneldoc header candidates and an ordering issue (functions must follow the kerneldoc which describes them).
