PCI: Enable PCI_DOMAINS along with generic PCI host controller

Therefore, allow for multiple domains so that we can handle them all. Signed-off-by: Jan Kiszka <jan.kiszka@siemens.com> Signed-off-by: Bjorn Helgaas <bhelgaas@google.com>
