scsi: ufs-qcom: Apply QUIRK_HOST_TACTIVATE for WDC UFS devices
Western Digital UFS devices require host's PA_TACTIVATE to be lower than device's PA_TACTIVATE, otherwise it may get stuck during hibern8 sequence.
