compat: restore timerfd settime and gettime compat syscalls

Both compat syscalls got lost with 9d94b9e2 "switch timerfd compat syscalls
to COMPAT_SYSCALL_DEFINE" because of a typo:
COMPAT instead of CONFIG_COMPAT.
