Add support for the Tegra210 timer that runs at oscillator clock (TMR10-TMR13). We need these timers to work as clock event device and to replace the ARMv8 architected timer due to it can't survive across the power cycle of the CPU core or CPUPORESET signal. So it can't be a wake-up source when CPU suspends in power down state. Also convert the original driver to use timer-of API. Linux kernel
============
There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
