Waiman Long c7114b4e6c locking/qrwlock: Rename QUEUE_RWLOCK to QUEUED_RWLOCKS

CONFIG_QUEUED_SPINLOCKS config parameter, the one for the queued
rwlocks is now renamed to CONFIG_QUEUED_RWLOCKS.
