In iocg_pay_debt(), warn is triggered if 'active_list' is empty, which is intended to confirm iocg is active when it has debt. Since this iocg is being removed, the state of the 'active_list' is irrelevant, and 'waitq_timer' is canceled after removing 'active_list' in ioc_pd_free(), which ensures iocg is freed after iocg_waitq_timer_fn() returns. Therefore, add the check if iocg was already offlined to avoid warn when removing a blkcg or disk. Linux kernel

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
