If intel_pstate starts in the passive mode by default (that happens
when the processor in the system doesn't support HWP), passing
intel_pstate=active in the kernel command line doesn't work, so
fix that.

Fix warning for:

This warning is for a case, when energy_performance_preference attribute
matches pre defined strings. In this case the value of raw epp will not

The default cpufreq governor is chosen with the help of a "choice"
option in the Kconfig which will always end up selecting one of
the governors and so the weakly defined definition of
cpufreq_default_governor() will never get called.
Moreover, this makes us skip the checking of the return value of
that routine as it will always be non NULL.
If the Kconfig option changes in future, then we will start getting
a link error instead (and it won't go unnoticed as in the case of the
weak definition).

Currently, the only way to specify the default CPUfreq governor is
via Kconfig options, which suits users who can build the kernel
themselves perfectly.
However, for those who use a distro-like kernel (such as Android,
with the Generic Kernel Image project), the only way to use a
non-default governor is to boot to userspace, and to then switch
using the sysfs interface. Being able to specify the default governor
on the command line, like is the case for cpuidle, would allow those
users to specify their governor of choice earlier on, and to simplify
the userspace boot procedure slighlty.
To support this use-case, add a kernel command line parameter
allowing the default governor for CPUfreq to be specified, which
takes precedence over the built-in default.
This implementation has one notable limitation: the default governor
must be registered before the driver. This is solved for builtin
governors and drivers using appropriate *_initcall() functions. And
in the modular case, this must be reflected as a constraint on the
module loading order.

Currently, most CPUFreq governors are registered at the core_initcall
time when the given governor is the default one, and the module_init
time otherwise.
In preparation for letting users specify the default governor on the
kernel command line, change all of them to be registered at the
core_initcall unconditionally, as it is already the case for the
schedutil and performance governors. This will allow us to assume
that builtin governors have been registered before the built-in
CPUFreq drivers probe.
And since all governors have similar init/exit patterns now, introduce
two new macros, cpufreq_governor_{init,exit}(), to factorize the code.

Currently using attribute "energy_performance_preference", user space can
write one of the four per-defined preference string. These preference
strings gets mapped to a hard-coded Energy-Performance Preference (EPP) or
Energy-Performance Bias (EPB) knob.
These four values are supposed to cover broad spectrum of use cases, but
are not uniformly distributed in the range. There are number of cases,
where this is not enough. For example:
Suppose user wants more performance when connected to AC. Instead of using
default "balance performance", the "performance" setting can be used. This
changes EPP value from 0x80 to 0x00. But setting EPP to 0, results in
electrical and thermal issues on some platforms. This results in
aggressive throttling, which causes a drop in performance. But some value
between 0x80 and 0x00 results in better performance. But that value can't
be fixed as the power curve is not linear. In some cases just changing EPP
from 0x80 to 0x75 is enough to get significant performance gain.
Similarly on battery the default "balance_performance" mode can be
aggressive in power consumption. But picking up the next choice
"balance power" results in too much loss of performance, which results in
bad user experience in use cases like "Google Hangout". It was observed
that some value between these two EPP is optimal.
This change allows fine grain EPP tuning for platform like Chromebook or
for users who wants to fine tune power and performance.
Here based on the product and use cases, different EPP values can be set.
This change is similar to the change done for:
/sys/devices/system/cpu/cpu*/power/energy_perf_bias
where user has choice to write a predefined string or raw value.
The change itself is trivial. When user preference doesn't match
predefined string preferences and value is an unsigned integer and in
range, use that value for EPP. When the EPP feature is not present
writing raw value is not supported.

By default intel_pstate the driver disables energy efficiency by setting
MSR_IA32_POWER_CTL bit 19 for Kaby Lake desktop CPU model in HWP mode.
This CPU model is also shared by Coffee Lake desktop CPUs. This allows
these systems to reach maximum possible frequency. But this adds power
penalty, which some customers don't want. They want some way to enable/
disable dynamically.
So, add an additional attribute "energy_efficiency" under
/sys/devices/system/cpu/intel_pstate/ for these CPU models. This allows
to read and write bit 19 ("Disable Energy Efficiency Optimization") in
the MSR IA32_POWER_CTL.
This attribute is present in both HWP and non-HWP mode as this has an
effect in both modes. Refer to Intel Software Developer's manual for
details.
The scope of this bit is package wide. Also these systems are single
package systems. So read/write MSR on the current CPU is enough.
The energy efficiency (EE) bit setting needs to be preserved during
suspend/resume and CPU offline/online operation. To do this:
- Restoring the EE setting from the cpufreq resume() callback, if there
is change from the system default.
- By default, don't disable EE from cpufreq init() callback for matching
CPU models. Since the scope is package wide and is a single package
system, move the disable EE calls from init() callback to
intel_pstate_init() function, which is called only once.

Currently the fast_switch_possible flag is set unconditionally to true.
Based on this, schedutil does not create a thread for frequency
switching and would always use the fast switch path.
However, if the platform does not support SCMI fast channel, we use
polling mode for SCMI message transfer. This may be possible only if
there is dedicated channel for DVFS and all operations are in polling
mode.
Update this by retrieving the fast_switch capability based on the
presence of fast channels in SCMI platform firmware.

The Energy Model framework supports not only CPU devices. Drop the CPU
specific interface with cpumask and add struct device. Add also a return
value, user might use it. This new interface provides easy way to create
a simple Energy Model, which then might be used by e.g. thermal subsystem.

a device as an argument.

Add one more bit for OOB (Out Of Band) enabling of P-states.
If OOB handling of P-states is enabled, intel_pstate shouldn't load.
Currently, only "BIT(8) == 1" of the MSR MSR_MISC_PWR_MGMT is
considered as OOB, but "BIT(18) == 1" needs to be taken into
consideration as OOB condition too.

To add SW BOOST support for CPPC, we need to get the max frequency of
boost mode and non-boost mode. ACPI spec 6.2 section 8.4.7.1 describes
the following two CPC registers.
"Highest performance is the absolute maximum performance an individual
processor may reach, assuming ideal conditions. This performance level
may not be sustainable for long durations, and may only be achievable if
other platform components are in a specific state; for example, it may
require other processors be in an idle state.
Nominal Performance is the maximum sustained performance level of the
processor, assuming ideal operating conditions. In absence of an
external constraint (power, thermal, etc.) this is the performance level
the platform is expected to be able to maintain continuously. All
processors are expected to be able to sustain their nominal performance
state simultaneously."
To add SW BOOST support for CPPC, we can use Highest Performance as the
max performance in boost mode and Nominal Performance as the max
performance in non-boost mode. If the Highest Performance is greater
than the Nominal Performance, we assume SW BOOST is supported.
The current CPPC driver does not support SW BOOST and use 'Highest
Performance' as the max performance the CPU can achieve. 'Nominal
Performance' is used to convert 'performance' to 'frequency'. That
means, if firmware enable boost and provide a value for Highest
Performance which is greater than Nominal Performance, boost feature is
enabled by default.
Because SW BOOST is disabled by default, so, after this patch, boost
feature is disabled by default even if boost is enabled by firmware.

Macro 'for_each_active_policy()' is defined internally. To avoid some
cpufreq driver needing this macro to iterate over all the policies in
'.set_boost' callback, we redefine '.set_boost' to act on only one
policy and pass the policy as an argument.
'cpufreq_boost_trigger_state()' iterates over all the policies to set
boost for the system.
This is preparation for adding SW BOOST support for CPPC.
To protect Boost enable/disable by sysfs from CPU online/offline,
add 'cpu_hotplug_lock' before calling '.set_boost' for each CPU.
Also move the lock from 'set_boost()' to 'store_cpb()' in
acpi_cpufreq.

After commit 18c49926c4 ("cpufreq: Add QoS requests for userspace
constraints") the return value of freq_qos_update_request(), that can
be 1, passed by cpufreq_boost_set_sw() to its caller sometimes
confuses the latter, which only expects to see 0 or negative error
codes, so notice that cpufreq_boost_set_sw() can return an error code
(which should not be -EINVAL for that matter) as soon as the first
policy without a frequency table is found (because either all policies
have a frequency table or none of them have it) and rework it to meet
its caller's expectations.

The driver doesn't provide ->get() method to read current frequency and
the frequency is set to 0 at initialization which makes the driver fail
at initialization time.
Set the CPUFREQ_NEED_INITIAL_FREQ_CHECK flag for the driver, so the
cpufreq core checks for the unlisted frequency and sets the CPU to a
valid frequency from the frequency table.

The driver has to be manually loaded if it is built as a module. It
is neither exporting MODULE_DEVICE_TABLE nor MODULE_ALIAS. Moreover,
no platform-device is created (and thus no uevent is sent) for the
clockgen nodes it depends on.
Convert the module to a platform driver with its own alias. Moreover,
drop whitelisted SOCs. Platform device will be created only for the
compatible platforms.

Re-parenting to intermediate clock is supported now by the clock driver
and thus there is no need in a customized CPUFreq driver, all that code
is common for both Tegra20 and Tegra30. The available CPU freqs are now
specified in device-tree in a form of OPPs, all users should update their
device-trees.

i.MX7ULP's ARM core clock design is totally different compared
with i.MX7D/8M SoCs which supported by imx-cpufreq-dt. It needs
get_intermediate and target_intermedate to configure clk MUX ready,
before let OPP configure ARM core clk.

So the target_intermediate will configure MUX2/MUX3 to FIRC, to avoid
ARM core lose clk when configure SPLL_PFD0.

evenwhen ARCH_OMAP(3|4) is selected. Build ARM_TI_CPUFREQ by default for

After recent changes allowing scale-invariant utilization to be
used on x86, the schedutil governor on top of intel_pstate in the
passive mode should be on par with (or better than) the active mode
"powersave" algorithm of intel_pstate on systems in which
hardware-managed P-states (HWP) are not used, so it should not be
necessary to use the internal scaling algorithm in those cases.
Accordingly, modify intel_pstate to start in the passive mode by
default if the processor at hand does not support HWP of if the driver
is requested to avoid using HWP through the kernel command line.
Among other things, that will allow utilization clamps and the
support for RT/DL tasks in the schedutil governor to be utilized on
systems in which intel_pstate is used.

As platforms are moving to COMMON_CLK in general, loongson2ef
stuck out as something that has a private implementation but
does not actually use it except for setting the frequency of
the CPU itself from the loongson2_cpufreq driver.
Change that driver to call the register setting function directly
and remove the rest of the stub implementation.

When we are using a system with big.LITTLE HMP
configuration, we need to use EAS to schedule the
system.
As can be seen from kernel/sched/topology.c:
"EAS can be used on a root domain if it meets all the following conditions:
1. an Energy Model (EM) is available;
2. the SD_ASYM_CPUCAPACITY flag is set in the sched_domain hierarchy.
3. no SMT is detected.
4. the EM complexity is low enough to keep scheduling overheads low;
5. schedutil is driving the frequency of all CPUs of the rd;"
This means that at the very least, schedutil needs to be
available as a scheduling policy for EAS to work on these
systems. Make this explicit by defaulting to the schedutil
governor if BIG_LITTLE is selected.
Currently users of the TC2 board (like me) has to figure these
dependencies out themselves and it is not helpful.

- Implement frequency invariant scheduler accounting on (some) x86
CPUs. This is done by observing and sampling the 'recent' CPU
frequency average at ~tick boundaries. The CPU provides this data
via the APERF/MPERF MSRs. This hopefully makes our capacity
estimates more precise and keeps tasks on the same CPU better even
if it might seem overloaded at a lower momentary frequency. (As
usual, turbo mode is a complication that we resolve by observing
the maximum frequency and renormalizing to it.)

Modify cpufreq Kconfig to select schedutil as the default governor
if the intel_pstate driver has been selected and SMP support is
enabled (because schedutil depends on SMP).
Also select schedutil as well as the performance governor from the
intel_pstate Kconfig section to ensure the equivalence of the passive
and active mode governor configuration options.

The initial policy value set by intel_pstate_cpu_init() depends on
whether or not CONFIG_CPU_FREQ_DEFAULT_GOV_PERFORMANCE is set, but
that is not necessary, because the core will set the policy to
"performance" in cpufreq_init_policy() if the default governor is
"performance" anyway.
Accordingly, change intel_pstate_cpu_init() to always set policy
to CPUFREQ_POLICY_POWERSAVE initially to provide a valid fallback
value to cpufreq_init_policy() in case the default cpufreq governor
is neither "powersave" nor "performance".

The new macro set has a consistent namespace and uses C99 initializers
instead of the grufty C89 ones.
Get rid the of most local macro wrappers for consistency. The ones which
make sense for readability are renamed to X86_MATCH*.
In the centrino driver this also removes the two extra duplicates of family
6 model 13 which have no value at all.

In Certain QCOM SoCs like ipq8064, apq8064, msm8960, msm8974
that has KRAIT processors the voltage/current value of each OPP
varies based on the silicon variant in use.
The required OPP related data is determined based on
the efuse value. This is similar to the existing code for
kryo cores. So adding support for krait cores here.

There is still some code duplication between intel_pstate_verify_policy()
and intel_cpufreq_verify_policy(), so avoid it by moving the common
code into a separate function and calling it from both these places.
No intentional functional impact.

The PowerNV cpufreq driver registers two notifiers: one to catch
throttle messages from the OCC and one to bump the CPU frequency back
to normal before a reboot. Both require the cpufreq driver to be
registered in order to function since the notifier callbacks use
various cpufreq_*() functions.
Right now we register both notifiers before we've initialised the
driver. This seems to work, but we should head off any protential
problems by registering the notifiers after the driver is initialised.

The cpufreq driver has a use-after-free that we can hit if:
a) There's an OCC message pending when the notifier is registered, and
b) The cpufreq driver fails to register with the core.
When a) occurs the notifier schedules a workqueue item to handle the
message. The backing work_struct is located on chips[].throttle and
when b) happens we clean up by freeing the array. Once we get to
the (now free) queued item and the kernel crashes.

Add weak function to return the hardware maximum frequency of a CPU,
with the default implementation returning cpuinfo.max_freq, which is
the best information we can generically get from the cpufreq framework.
The default can be overwritten by a strong function in platforms
that want to provide an alternative implementation, with more accurate
information, obtained either from hardware or firmware.

Directly accessing OCOTP registers should be avoided, because
it could not handle OCOTP clks and could not handle defer
proper. With nvmem API, it is safe to access OCOTP registers.
To make sure old dtb could work, the original code still kept.

Before commit 1e4f63aecb ("cpufreq: Avoid creating excessively
large stack frames") the initial value of the policy field in struct
cpufreq_policy set by the driver's ->init() callback was implicitly
passed from cpufreq_init_policy() to cpufreq_set_policy() if the
default governor was neither "performance" nor "powersave". After
that commit, however, cpufreq_init_policy() must take that case into
consideration explicitly and handle it as appropriate, so make that
happen.

The cpufreq-dt driver allows cpufreq driver enabled without valid
regulator assigned, however, all i.MX platforms using cpufreq-dt
driver now require valid regulator, add "cpu-supply" property check
to avoid i.MX platforms' cpufreq enabled without valid regulator
and lead to system unstable.

imx6ul_opp_check_speed_grading is called for both i.MX6UL and i.MX6ULL.
Since the i.MX6ULL was introduced to a separate ocotp compatible node
later, it is possible that the i.MX6ULL has also dtbs with
"fsl,imx6ull-ocotp". On a system without nvmem-cell speed grade a
missing check on this node causes a driver fail without considering
the cpu speed grade.
This patch prevents unwanted cpu overclocking on i.MX6ULL with compatible
node "fsl,imx6ull-ocotp" in old dtbs without nvmem-cell speed grade.

On some platforms such as the Dell XPS 13 laptop the firmware disables turbo
when the machine is disconnected from AC, and viceversa it enables it again
when it's reconnected. In these cases a _PPC ACPI notification is issued.
The scheduler needs to know freq_max for frequency-invariant calculations.
To account for turbo availability to come and go, record freq_max at boot as
if turbo was available and store it in a helper variable. Use a setter
function to swap between freq_base and freq_max every time turbo goes off or on.

In the process of modifying a cpufreq policy, the cpufreq core makes
a copy of it including all of the internals which is stored on the
CPU stack. Because struct cpufreq_policy is relatively large, this
may cause the size of the stack frame to exceed the 2 KB limit and
so the GCC complains when -Wframe-larger-than= is used.
In fact, it is not necessary to copy the entire policy structure
in order to modify it, however.
First, because cpufreq_set_policy() obtains the min and max policy
limits from frequency QoS now, it is not necessary to pass the limits
to it from the callers. The only things that need to be passed to it
from there are the new governor pointer or (if there is a built-in
governor in the driver) the "policy" value representing the governor
choice. They both can be passed as individual arguments, though, so
make cpufreq_set_policy() take them this way and rework its callers
accordingly. This avoids making copies of cpufreq policies in the
callers of cpufreq_set_policy().
Second, cpufreq_set_policy() still needs to pass the new policy
data to the ->verify() callback of the cpufreq driver whose task
is to sanitize the min and max policy limits. It still does not
need to make a full copy of struct cpufreq_policy for this purpose,
but it needs to pass a few items from it to the driver in case they
are needed (different drivers have different needs in that respect
and all of them have to be covered). For this reason, introduce
struct cpufreq_policy_data to hold copies of the members of
struct cpufreq_policy used by the existing ->verify() driver
callbacks and pass a pointer to a temporary structure of that
type to ->verify() (instead of passing a pointer to full struct
cpufreq_policy to it).
While at it, notice that intel_pstate and longrun don't really need
to verify the "policy" value in struct cpufreq_policy, so drop those
check from them to avoid copying "policy" into struct
cpufreq_policy_data (which allows it to be slightly smaller).
Also while at it fix up white space in a couple of places and make
cpufreq_set_policy() static (as it can be so).

The post-fork cleanup of loongson2ef from loongson64 changed
LOONGSON_CHIPCFG from a single-argument functional macro to a

brcm_avs_cpufreq_get() calls cpufreq_cpu_get() to get the cpufreq
policy, meanwhile, it also increments the kobject reference count
to mark it busy. However, a corresponding call of cpufreq_cpu_put()
is ignored to decrement the kobject reference count back, which may
lead to a potential stuck risk that the cpuhp thread deadly waits
for dropping of kobject refcount when cpufreq policy free.
With this patch, the cpuhp thread can be easily exercised by
attempting to force an unbind of the CPUfreq driver.

The scmi bus now has support to match the driver with devices not only
based on their protocol id but also based on their device name if one is
available. This was added to cater the need to support multiple devices
and drivers for the same protocol.
Let us add the name "cpufreq" to scmi_device_id table in the driver so
that in matches only with device with the same name and protocol id
SCMI_PROTOCOL_PERF. This will help to add "devfreq" device/driver.

Both NVIDIA Tegra20 and Tegra30 SoCs should be blacklisted because CPU
OPPs use supported_hw and thus platdev isn't suitable for these SoCs.
Currently cpufreq-dt driver produces a bit annoying warning splats
during boot because valid OPPs are not found, this will be fixed once
tegra20-cpufreq driver will be update to support cpufreq-dt. The warnings
will also happen on older stable kernels using newer device-trees, thus
this patch should be backported to stable kernels as well.

Since commit ca74b316df ("arm: Use common cpu_topology structure and
functions.") the core cpumask has to be modified during cpu hotplug
operations. So using them to set up cpufreq policy cpumask may be
incorrect as it may contain only cpus that are online at that instance.
Instead, we can use the cpumask setup by OPP library that contains all
the cpus sharing OPP table using dev_pm_opp_get_sharing_cpus.

The cpufreq core heavily depends on the availability of the struct
device for CPUs and if they aren't available at the time cpufreq driver
is registered, we will never succeed in making cpufreq work.
This happens due to following sequence of events:
- cpufreq_register_driver()
- subsys_interface_register()
- return 0; //successful registration of driver
... at a later point of time
- register_cpu();
- device_register();
- bus_probe_device();
- sif->add_dev();
- cpufreq_add_dev();
- get_cpu_device(); //FAILS
- per_cpu(cpu_sys_devices, num) = &cpu->dev; //used by get_cpu_device()
- return 0; //CPU registered successfully
Because the per-cpu variable cpu_sys_devices is set only after the CPU
device is regsitered, cpufreq will never be able to get it when
cpufreq_add_dev() is called.
This patch avoids this failure by making sure device structure of at
least CPU0 is available when the cpufreq driver is registered, else
return -EPROBE_DEFER.

The max value of EPB can only be 0x0F. Attempting to set more than that
triggers an "unchecked MSR access error" warning which happens in
intel_pstate_hwp_force_min_perf() called via cpufreq stop_cpu().
However, it is not even necessary to touch the EPB from intel_pstate,
because it is restored on every CPU online by the intel_epb.c code,
so let that code do the right thing and drop the redundant (and
incorrect) EPB update from intel_pstate.

I have observed failures to boot on Orange Pi 3, because this driver
determined that my SoC is from the normal bin, but my SoC only works
reliably with the OPP values for the slowest bin.
By querying H6 owners, it was found that e-fuse values found in the wild
are in the range of 1-3, value of 7 was not reported, yet. From this and
from unused defines in BSP code, it can be assumed that meaning of efuse
values on H6 actually is:
- 1 = slowest bin
- 2 = normal bin
- 3 = fastest bin
Vendor code actually treats 0 and 2 as invalid efuse values, but later
treats all invalid values as a normal bin. This looks like a mistake in
bin detection code, that was plastered over by a hack in cpufreq code,
so let's not repeat it here. It probably only works because there are no
SoCs in the wild with efuse value of 0, and fast bin SoCs are made to
use normal bin OPP tables, which is also safe.
Let's play it safe and interpret 0 as the slowest bin, but fix detection
of other bins to match this research. More research will be done before
actual OPP tables are merged.

This patch adds suspend and resume pm ops for cpufreq driver.
PLLP is the safe clock source for CPU during system suspend and
resume as PLLP rate is below the CPU Fmax at Vmin.
CPUFreq driver suspend switches the CPU clock source to PLLP and
disables the DFLL clock.
During system resume, warmboot code powers up the CPU with PLLP
clock source. So CPUFreq driver resume enabled DFLL clock and
switches CPU back to DFLL clock source.

Currently the cpufreq core aborts the validation and return error
immediately when it encounter duplicate frequency table entries.
This change was introduced long back since commit da0c6dc00c
("cpufreq: Handle sorted frequency tables more efficiently").
However, this missed the testing with modified firmware for long time.
Inorder to make it work with default settings, we need to ensure the
merged table for bL switcher contains no duplicates. Find the duplicates
and skip them when merging the frequenct tables of A15 and A7 clusters.

A15 and A7 cluster identifiers are fixed to 0 and 1 respectively. There are
macros for the same and used in most of the places except this instance.
Lets use macros instead of hardcoded values for cluster ids even here.

Scheduled policy update work may end up racing with the freeing of the
policy and unregistering the driver.

i.MX8MN has different speed grade definition compared to
i.MX8MQ/i.MX8MM, when fuses are NOT written, the default
speed_grade should be set to minimum available OPP defined
in DT which is 1.2GHz, the corresponding speed_grade value
should be 0xb.

arm_big_little cpufreq driver was designed as a generic big little
driver that could be used by any platform and make use of bL switcher.
Over years alternate solutions have been designed and merged to deal
with bL/HMP systems like EAS.
Also since no other driver made use of generic arm_big_little cpufreq
driver except Vexpress SPC, we can merge them together as vexpress-spc
driver used only on Vexpress TC2(CA15_CA7) platform.

Replace the CPU device PM QoS used for the management of min and max
frequency constraints in cpufreq (and its users) with per-policy
frequency QoS to avoid problems with cpufreq policies covering
more then one CPU.
Namely, a cpufreq driver is registered with the subsys interface
which calls cpufreq_add_dev() for each CPU, starting from CPU0, so
currently the PM QoS notifiers are added to the first CPU in the
policy (i.e. CPU0 in the majority of cases).
In turn, when the cpufreq driver is unregistered, the subsys interface
doing that calls cpufreq_remove_dev() for each CPU, starting from CPU0,
and the PM QoS notifiers are only removed when cpufreq_remove_dev() is
called for the last CPU in the policy, say CPUx, which as a rule is
not CPU0 if the policy covers more than one CPU. Then, the PM QoS
notifiers cannot be removed, because CPUx does not have them, and
they are still there in the device PM QoS notifiers list of CPU0,
which prevents new PM QoS notifiers from being registered for CPU0
on the next attempt to register the cpufreq driver.
The same issue occurs when the first CPU in the policy goes offline
before unregistering the driver.
After this change it does not matter which CPU is the policy CPU at
the driver registration time and whether or not it is online all the
time, because the frequency QoS is per policy and not per CPU.

The AM3517 only lists 600MHz @ 1.2V, but the register values for
0x4830A204 = 1b86 802f, it seems like am3517 might be a derivative
of the omap36 which OPPs would be OPP50 (300 MHz) and OPP100
(600 MHz).
This patch simply adds the am3517 to the compatible table
similar to a mix of the omap3430 and omap3430 structure.

which says that ABB must be switched to FBB mode when using the
OPP1G.
The LOD definition abb_mpu_iva already exists so that we need
to add plumbing for vbb-supply = <&abb_mpu_iva>
and define two voltage vectors for each OPP so that the abb LDO
is also updated by the ti-cpufreq driver.
We also must switch the ti_cpufreq_soc_data to multi_regulator.

In preparation for using the multi_regulator capability of
this driver for handling the ABB LDO for OPP1G of the omap36xx
we have to take care that the (legacy) vdd-supply name is
cpu0-supply = <&vcc>;
To do this we add another field to the SoC description table which
optionally can specify a list of regulator names.
For omap36xx we define "cpu0-supply" and "vbb-supply".
The default remains "vdd-supply" and "vbb-supply".

With the driver installed, we can change the opp-v1 table format
to opp-v2.
In addition, move omap3 from whitelist to blacklist in cpufreq-dt-platdev
in the same patch, because doing either first breaks operation and
may make trouble in bisect.
We also can remove opp-v1 table for omap3-n950-n9 since its 1GHz
capability is now automatically detected.
We also fix a wrong OPP4 voltage for omap3430 which must be
0.6V + 54*12.5mV = 1275mV. Otherwise the twl4030 driver will reject
this OPP.
Note: the high speed OPPs that were not available in the opp-v1 tables
are tagged "turbo-mode;" which means they are not automatically
activated by the govenors or cpu-freq.

This adds code and tables to read the silicon revision and
eFuse (speed binned / 720 MHz grade) bits for selecting
opp-v2 table entries.
Since these bits are not always part of the syscon register
range (like for am33xx, am43, dra7), we add code to directly
read the register values using ioremap() if syscon access fails.
The format of the opp-supported-hw entries is that it has
two 32 bit bitfields. E.g.:

The first value is matched against the bit position of the
silicon revision which is (see TRM)

It is incorrect to set the cpufreq syscore shutdown callback pointer
to cpufreq_suspend(), because that function cannot be run in the
syscore stage of system shutdown for two reasons: (a) it may attempt
to carry out actions depending on devices that have already been shut
down at that point and (b) the RCU synchronization carried out by it
may not be able to make progress then.
The latter issue has been present since commit 45975c7d21 ("rcu:
Define RCU-sched API in terms of RCU for Tree RCU PREEMPT builds"),
but the former one has been there since commit 90de2a4aa9 ("cpufreq:
suspend cpufreq governors on shutdown") regardless.
Fix that by dropping cpufreq_syscore_ops altogether and making
device_shutdown() call cpufreq_suspend() directly before shutting
down devices, which is along the lines of what system-wide power
management does.

Add support for qcs404 on nvmem driver.
The qcs404 SoC has support for Core Power Reduction (CPR), which is
implemented as a power domain provider, therefore add optional support

Create a driver struct to collect all common resources, in order to make
it easier to free up all common resources.
Create a driver match_data struct to make it easier to extend the driver

The kryo cpufreq driver reads the nvmem cell and uses that data to
populate the opps. There are other qcom cpufreq socs like krait which
does similar thing. Except for the interpretation of the read data,
rest of the driver is same for both the cases. So pull the common things
out for reuse.

The cpufreq core now takes the min/max frequency constraints via QoS
requests and the CPUFREQ_ADJUST notifier shall get removed later on.
Switch over to using the QoS request for maximum frequency constraint
for ppc_cbe_cpufreq driver.

Instead of printing the policy, which is incidentally a kernel pointer,
so with limited interest, print the cpufreq driver name that failed to

The core count read back from the each domain's look up table serves
as an indicator for the onset of the turbo frequency and not accurate
representation of number of cores in a paticular domain. Update turbo
detection logic accordingly to add support for SM8150 SoCs.

Intel pstate driver exposes min_perf_pct and max_perf_pct sysfs files,
which can be used to force a limit on the min/max P state of the driver.
Though these files eventually control the min/max frequencies that the
CPUs will run at, they don't make a change to policy->min/max values.
When the values of these files are changed (in passive mode of the
driver), it leads to calling ->limits() callback of the cpufreq
governors, like schedutil. On a call to it the governors shall
forcefully update the frequency to come within the limits. Since the
limits, i.e. policy->min/max, aren't updated by the driver, the
governors fails to get the target freq within limit and sometimes aborts
the update believing that the frequency is already set to the target
value.
This patch implements the QoS supported frequency constraints to update
policy->min/max values whenever min_perf_pct or max_perf_pct files are
updated. This is only done for the passive mode as of now, as the driver
is already working fine in active mode.

For some SoCs, the CPU frequency subset and voltage value of each OPP
varies based on the silicon variant in use. The sun50i-cpufreq-nvmem
driver reads the efuse value from the SoC to provide the OPP framework
with required information.

The implementation of intel_pstate_update_max_freq() is quite similar to
refresh_frequency_limits(), lets reuse it.
Finding minimum of policy->user_policy.max and policy->cpuinfo.max_freq
in intel_pstate_update_max_freq() is redundant as cpufreq_set_policy()
will call the ->verify() callback of intel-pstate driver, which will do
this comparison anyway and so dropping it from
intel_pstate_update_max_freq() doesn't harm.

Register notifiers for min/max frequency constraints with the PM QoS
framework. The constraints are also taken into consideration in
cpufreq_set_policy().
This also relocates cpufreq_policy_put_kobj() as it is required to be
called from cpufreq_policy_alloc() now.
refresh_frequency_limits() is updated to avoid calling
cpufreq_set_policy() for inactive policies and handle_update() is
updated to have proper locking in place.
No constraints are added until now though.

On some occasions cpufreq_verify_current_freq() schedules a work whose
callback is handle_update(), which further calls cpufreq_update_policy()
which may end up calling cpufreq_verify_current_freq() again.
On the other hand, when cpufreq_update_policy() is called from
handle_update(), the pointer to the cpufreq policy is already
available, but cpufreq_cpu_acquire() is still called to get it in
cpufreq_update_policy(), which should be avoided as well.
To fix these issues, create a new helper, refresh_frequency_limits(),
and make both handle_update() call it cpufreq_update_policy().

CPUFREQ_CONST_LOOPS was introduced in a very old commit from pre-2.6
kernel release by commit 6a4a93f9c0d5 ("[CPUFREQ] Fix 'out of sync'
issue").
Basically, that commit does two things:
- It adds the frequency verification code (which is quite similar to
what we have today as well).
- And it sets the CPUFREQ_CONST_LOOPS flag only for setpolicy drivers,
rightly so based on the code we had then. The idea was to avoid
frequency validation for setpolicy drivers as the cpufreq core doesn't
know what frequency the hardware is running at and so no point in
doing frequency verification.
The problem happened when we started to use the same CPUFREQ_CONST_LOOPS
flag for constant loops-per-jiffy thing as well and many has_target()
drivers started using the same flag and unknowingly skipped the
verification of frequency. There is no logical reason behind skipping
frequency validation because of the presence of CPUFREQ_CONST_LOOPS
flag otherwise.
Fix this issue by skipping frequency validation only for setpolicy
drivers and always doing it for has_target() drivers irrespective of
the presence or absence of CPUFREQ_CONST_LOOPS flag.
cpufreq_notify_transition() is only called for has_target() type driver
and not for set_policy type, and the check is simply redundant. Remove
it as well.

For code consistency, use has_target() instead of !setpolicy everywhere,
as it is already done at several places. Maybe we should also use
"!has_target()" instead of "cpufreq_driver->setpolicy" where we need to
check if the driver supports setpolicy, so to use only one expression
for this kind of differentiation.

cpufreq_start_governor() is only called for !setpolicy case, checking it

cpufreq_online() and cpufreq_offline() [un]register the driver as
a cooling device. This is done if the driver is flagged as a cooling
device in addition with an IS_ENABLED() check to compile out the branching
code.
Group this test in a stub function added in the cpufreq header instead
of having the IS_ENABLED() in the code.
