Turn previously auto-generated libbpf_version.h header into a normal
header file. This prevents various tricky Makefile integration issues,
simplifies the overall build process, but also allows to further extend
it with some more versioning-related APIs in the future.
To prevent accidental out-of-sync versions as defined by libbpf.map and
libbpf_version.h, Makefile checks their consistency at build time.
Simultaneously with this change bump libbpf.map to v0.6.
Also undo adding libbpf's output directory into include path for
kernel/bpf/preload, bpftool, and resolve_btfids, which is not necessary
because libbpf_version.h is just a normal header like any other.

Libbpf's Makefile relies on Linux tools infrastructure's feature detection
framework, but libbpf's needs are very modest: it detects the presence of
libelf and libz, both of which are mandatory. So it doesn't benefit much from
the framework, but pays significant costs in terms of maintainability and
debugging experience, when something goes wrong. The other feature detector,
testing for the presernce of minimal BPF API in system headers is long
obsolete as well, providing no value.
So stop using feature detection and just assume the presence of libelf and
libz during build time. Worst case, user will get a clear and actionable
linker error, e.g.:
/usr/bin/ld: cannot find -lelf
On the other hand, we completely bypass recurring issues various users
reported over time with false negatives of feature detection (libelf or libz
not being detected, while they are actually present in the system).

Commit 5c26f9a783 ("libbpf: Don't use cxx to test_libpf target")
converted existing c++ test to c. We still want to include and
link against libbpf from c++ code, so reinstate this test back,
this time in a form of a selftest with a clear comment about
its purpose.

Move bpf_helpers.h, bpf_tracing.h, and bpf_endian.h into libbpf. Move
bpf_helper_defs.h generation into libbpf's Makefile. Ensure all those
headers are installed along the other libbpf headers. Also, adjust
selftests and samples include path to include libbpf now.

Commit ed63f34c02 ("perf tools: Make perf
depend on libbpf") triggers the build of libbpf when building the perf
tools, dynamically creating FEATURE-DUMP.libbpf.
It failed to update the tools/lib/bpf/.gitignore file to have that
prefix, fix it.

This is the first patch of libbpf. The goal of libbpf is to create a
standard way for accessing eBPF object files. This patch creates
'Makefile' and 'Build' for it, allows 'make' to build libbpf.a and
libbpf.so, 'make install' to put them into proper directories.
Most part of Makefile is borrowed from traceevent.
Before building, it checks the existence of libelf in Makefile, and deny
to build if not found. Instead of throwing an error if libelf not found,
the error raises in a phony target "elfdep". This design is to ensure
'make clean' still workable even if libelf is not found.
Because libbpf requires 'kern_version' field set for 'union bpf_attr'
(bpfdep" is used for that dependency), Kernel BPF API is also checked
by intruducing a new feature check 'bpf' into tools/build/feature,
which checks the existence and version of linux/bpf.h. When building
libbpf, it searches that file from include/uapi/linux in kernel source
tree (controlled by FEATURE_CHECK_CFLAGS-bpf). Since it searches kernel
source tree it reside, installing of newest kernel headers is not
required, except we are trying to port these files to an old kernel.
To avoid checking that file when perf building, the newly introduced
'bpf' feature check doesn't added into FEATURE_TESTS and
FEATURE_DISPLAY by default in tools/build/Makefile.feature, but added
into libbpf's specific.
