The sysdev.h file should not be needed by any in-kernel code, so remove
the .h file from these random files that seem to still want to include
it.
The sysdev code will be going away soon, so this include needs to be
removed no matter what.

clkdev framework uses global mutex to protect clock tree, so it is not
possible to call clk_get() in interrupt context. This patch fixes this
issue and makes system reset by watchdog call working again.

The struct clk definition for Samsung platforms is extended to include
a instance of struct clk_lookup and a device name. When clocks are
registered using s3c24xx_register_clock function, the dev_id, con_id
and clk members are initialized with information from the struct clk
instance and struct clk_lookup member is registered.

Serial drivers call get_clock() very early, before platform bus
has been set up, this requires a special check to let them get
a proper clock. Without this patch, a serial console is broken
on S5PV310 and S5PC210 boards.

Add s3c_disable_clocks() and change the clock registration code to use
the s3c_register_clocks() followed by s3c_disable_clocks() instead of
the loops it was using.

Add an error print to s3c24xx_register_clocks to provide more useful
information when failing to register the clock.
I belive this was originally left out due to the possibility of a
problem with low-level debugging code. However, if the low-level
debug code is not functional by now there will be a whole other set of
problems being presented to the system.

This is the core implementation of the clock code for all Samsung based
SoCs, so move it to arch/arm/plat-samsung (the clock.h file has already
been moved).
Since the file is built for every Samsung SoC, no changes are needed to the
Kconfig system.
