Semaphores are no longer performance-critical, so a generic C
implementation is better for maintainability, debuggability and
extensibility. Thanks to Peter Zijlstra for fixing the lockdep
warning. Thanks to Harvey Harrison for pointing out that the
unlikely() was unnecessary.

The latest KVM driver wants to use the empty_zero_page symbol, and it's
not exported in 32-bit x86 (although it is exported by x86_64, s390, and
uml architectures).
