Commit 7f2b3c65b9 ("Documentation/ManagementStyle: convert it to ReST
markup") converted _underlined_ to *emphasized* words, but forgot about
an underscore in this case.

Some documents are refering to others without links. With this
patch I add those missing links.
This patch affects only documents under process/ and labels where
necessary.

The previous patch renamed several files that are cross-referenced
along the Kernel documentation. Adjust the links to point to
the right places.

Add several documents to the development-process ReST book.
As we don't want renames, use symlinks instead, keeping those
documents on their original place.
