Support new device OKI SEMICONDUCTOR ML7223 IOH(Input/Output Hub).
The ML7223 IOH is for MP(Media Phone) use.
The ML7223 is companion chip for Intel Atom E6xx series.
The ML7223 is completely compatible for Intel EG20T PCH.

The collision detection setting was invalid.
When collision occurred, because data was not resent,
there was an issue to which a transmitting throughput falls.
This patch enables the collision detection.

This updates the network drivers so that they don't access the
ethtool_cmd::speed field directly, but use ethtool_cmd_speed()
instead.
For most of the drivers, these changes are purely cosmetic and don't
fix any problem, such as for those 1GbE/10GbE drivers that indirectly
call their own ethtool get_settings()/mii_ethtool_gset(). The changes
are meant to enforce code consistency and provide robustness with
future larger throughputs, at the expense of a few CPU cycles for each
ethtool operation.
All drivers compiled with make allyesconfig ion x86_64 have been
updated.
Tested: make allyesconfig on x86_64 + e1000e/bnx2x work

This makes sure the ethtool's set_settings() callback of network
drivers don't ignore the 16 most significant bits when ethtool calls
their set_settings().
All drivers compiled with make allyesconfig on x86_64 have been
updated.

This makes sure that when a driver calls the ethtool's
get/set_settings() callback of another driver, the data passed to it
is clean. This guarantees that speed_hi will be zeroed correctly if
the called callback doesn't explicitely set it: we are sure we don't
get a corrupted speed from the underlying driver. We also take care of
setting the cmd field appropriately (ETHTOOL_GSET/SSET).
This applies to dev_ethtool_get_settings(), which now makes sure it
sets up that ethtool command parameter correctly before passing it to
drivers. This also means that whoever calls dev_ethtool_get_settings()
does not have to clean the ethtool command parameter. This function
also becomes an exported symbol instead of an inline.
All drivers visible to make allyesconfig under x86_64 have been
updated.

replaced with CONFIG_PM.

With the specification of hardware,
the processing at the time of driver starting was modified.
This device write automatically the MAC address read from serial ROM
into a MAC Adress1A/1B register at the time of power on reset.
However, when stable clock is not supplied,
the writing of MAC Adress1A/1B register may not be completed.
In this case, it is necessary to load MAC address to MAC Address1A/1B register
by the MAC Address1 load register.
This patch always does the above processing,
in order not to be dependent on system environment.

This PCH_GBE driver had an issue that the receiving data is not normal.
This driver had not removed correctly the padding data
which the DMA include in receiving data.
This patch fixed this issue.

NETIF_F_HW_CSUM is a superset of NETIF_F_IP_CSUM+NETIF_F_IPV6_CSUM, but
some drivers miss the difference. Fix this and also fix UFO dependency
on checksumming offload as it makes the same mistake in assumptions.

There were no curly braces in this if condition so it always enabled full
duplex.
And ecmd->speed is an unsigned short so it is never equal to -1. The
effect is that mii_ethtool_sset() fails with -EINVAL and an error is
printed to dmesg.
