779b8a14af cpufreq: amd-pstate: remove global header file
When extra warnings are enabled, gcc points out a global variable
definition in a header:

9e697efe5f cpufreq: qcom-nvmem: eliminate uses of of_node_put()
Make use of the __free() macro to automate memory deallocation when
the existing device nodes get out of scope, removing the need for
of_node_put() and therefore increasing code safety if more error paths
are added to the driver, which could miss the required of_node_put()
as it already occurred with commit '57f2f8b4aa0c ("cpufreq: qcom:
Refactor the driver to make it easier to extend")'.

d01c84b97f cpufreq: qcom-nvmem: fix memory leaks in probe error paths
The code refactoring added new error paths between the np device node
allocation and the call to of_node_put(), which leads to memory leaks if
any of those errors occur.

Add the missing of_node_put() in the error paths that require it.

074cffb502 cpufreq: scmi: Avoid overflow of target_freq in fast switch
Conversion of target_freq to HZ in scmi_cpufreq_fast_switch()
can lead to overflow if the multiplied result is greater than
UINT_MAX, since type of target_freq is unsigned int. Avoid this
overflow by assigning target_freq to unsigned long variable for
converting it to HZ.

6282fba6ab cpufreq: sun50i: fix memory leak in dt_has_supported_hw()
The for_each_child_of_node() loop does not decrement the child node
refcount before the break instruction, even though the node is no
longer required.

This can be avoided with the new for_each_child_of_node_scoped() macro
that removes the need for any of_node_put().

bf202e654b cpufreq: amd-pstate: fix the highest frequency issue which limits performance
To address the performance drop issue, an optimization has been
implemented. The incorrect highest performance value previously set by the
low-level power firmware for AMD CPUs with Family ID 0x19 and Model ID
ranging from 0x70 to 0x7F series has been identified as the cause.

To resolve this, a check has been implemented to accurately determine the
CPU family and model ID. The correct highest performance value is now set
and the performance drop caused by the incorrect highest performance value
are eliminated.

Before the fix, the highest frequency was set to 4200MHz, now it is set
to 4971MHz which is correct.

eb8b6c3682 cpufreq: amd-pstate: Add quirk for the pstate CPPC capabilities missing
Add quirks table to get CPPC capabilities issue fixed by providing
correct perf or frequency values while driver loading.

If CPPC capabilities are not defined in the ACPI tables or wrongly
defined by platform firmware, it needs to use quick to get those
issues fixed with correct workaround values to make pstate driver
can be loaded even though there are CPPC capabilities errors.

The workaround will match the broken BIOS which lack of CPPC capabilities
nominal_freq and lowest_freq definition in the ACPI table.

5547c0ebfc cpufreq: amd-pstate: Unify computation of {max,min,nominal,lowest_nonlinear}_freq
Currently the amd_get_{min, max, nominal, lowest_nonlinear}_freq()
helpers computes the values of min_freq, max_freq, nominal_freq and
lowest_nominal_freq respectively afresh from
cppc_get_perf_caps(). This is not necessary as there are fields in
cpudata to cache these values.

To simplify this, add a single helper function named
amd_pstate_init_freq() which computes all these frequencies at once, and
caches it in cpudata.

Use the cached values everywhere else in the code.

d4dbc99171 sched/cpufreq: Rename arch_update_thermal_pressure() => arch_update_hw_pressure()
Now that cpufreq provides a pressure value to the scheduler, rename
arch_update_thermal_pressure into HW pressure to reflect that it returns
a pressure applied by HW (i.e. with a high frequency change) and not
always related to thermal mitigation but also generated by max current
limitation as an example. Such high frequency signal needs filtering to be
smoothed and provide an value that reflects the average available capacity
into the scheduler time scale.

Modify the ti_cpufreq_match_node() function to utilize the __free()
cleanup handler for automatically releasing the device node when it goes
out of scope.

By moving the declaration to the initialization, the patch ensures that
the device node is properly managed throughout the function's scope,
thus eliminating the need for manual invocation of of_node_put().
This approach reduces the potential for memory leaks.

e2e2dcd2e9 cpufreq: sun50i: Add H616 support
The Allwinner H616/H618 SoCs have different OPP tables per SoC version
and die revision. The SoC version is stored in NVMEM, as before, though
encoded differently. The die revision is in a different register, in the
SRAM controller. Firmware already exports that value in a standardised
way, through the SMCCC SoCID mechanism. We need both values, as some chips
have the same SoC version, but they don't support the same frequencies and
they get differentiated by the die revision.

Add the new compatible string and tie the new translation function to
it. This mechanism not only covers the original H616 SoC, but also its
very close sibling SoCs H618 and H700, so add them to the list as well.

fa5aec9561 cpufreq: sun50i: Add support for opp_supported_hw
The opp_supported_hw DT property allows the DT to specify a mask of chip
revisions that a certain OPP is eligible for. This allows for easy
limiting of maximum frequencies, for instance.

Add support for that in the sun50i-cpufreq-nvmem driver. We support both
the existing opp-microvolt suffix properties as well as the
opp-supported-hw property, the generic code figures out which is needed
automatically.
However if none of the DT OPP nodes contain an opp-supported-hw
property, the core code will ignore all OPPs and the driver will fail
probing. So check the DT's eligibility first before using that feature.

cf7de25878 cppc_cpufreq: Fix possible null pointer dereference
cppc_cpufreq_get_rate() and hisi_cppc_cpufreq_get_rate() can be called from
different places with various parameters. So cpufreq_cpu_get() can return

b5e230aa8d cpupfreq: tegra124: eliminate uses of of_node_put()
Make use of the __free() cleanup handler to automatically free nodes
when they get out of scope. Only the probe function is affected by this
modification.

Given that this mechanism requires the node to be initialized, its
initialization and the value check have been moved to the top of the
function.

After removing uses of of_node_put(), the jump to out_put_np is no
longer necessary.

There are 3 places at which the maximum CPU frequency may change,
store_no_turbo(), intel_pstate_update_limits() (when called by the
cpufreq core) and intel_pstate_notify_work() (when handling a HWP
change notification).  Currently, cpuinfo.max_freq is only updated by
store_no_turbo() and intel_pstate_notify_work(), although it principle
it may be necessary to update it in intel_pstate_update_limits() either.

Make all of them mutually consistent.

Now that global.turbo_disabled can only change at the cpufreq driver
registration time, initialize global.no_turbo at that time too so they
are in sync to start with (if the former is set, the latter cannot be
updated later anyway).

That allows show_no_turbo() to be simlified because it does not need
to check global.turbo_disabled and store_no_turbo() can be rearranged
to avoid doing anything if the new value of global.no_turbo is equal
to the current one and only return an error on attempts to clear
global.no_turbo when global.turbo_disabled.

While at it, eliminate the redundant ret variable from store_no_turbo().

No intentional functional impact.

The global.turbo_disabled is updated quite often, especially in the
passive mode in which case it is updated every time the scheduler calls
into the driver.  However, this is generally not necessary and it adds
MSR read overhead to scheduler code paths (and that particular MSR is
slow to read).

For this reason, make the driver read MSR_IA32_MISC_ENABLE_TURBO_DISABLE
just once at the cpufreq driver registration time and remove all of the
in-flight updates of global.turbo_disabled.

be set to 2.002G. As a result, the cpufreq_policy->max is bigger than the
user's qos_max. This is unreasonable.

So use a smaller freq when can not find the freq in fre-table, to prevent
the policy->max exceed the qos's max freq.

d2399501c2 cpufreq: dt: always allocate zeroed cpumask
Commit 0499a78369 ("ARM64: Dynamically allocate cpumasks and increase
supported CPUs to 512") changed the handling of cpumasks on ARM 64bit,
what resulted in the strange issues and warnings during cpufreq-dt
initialization on some big.LITTLE platforms.

This was caused by mixing OPPs between big and LITTLE cores, because
OPP-sharing information between big and LITTLE cores is computed on
cpumask, which in turn was not zeroed on allocation. Fix this by
switching to zalloc_cpumask_var() call.

f37a4d6b4a cpufreq: Fix per-policy boost behavior on SoCs using cpufreq_boost_set_sw()
In the existing code, per-policy flags don't have any impact i.e.
if cpufreq_driver boost is enabled and boost is disabled for one or
more of the policies, the cpufreq driver will behave as if boost is
enabled.

Fix this by incorporating per-policy boost flag in the policy->max
computation used in cpufreq_frequency_table_cpuinfo and setting the
default per-policy boost to mirror the cpufreq_driver boost flag.

c4d61a529d cpufreq: Don't unregister cpufreq cooling on CPU hotplug
Offlining a CPU and bringing it back online is a common operation and it
happens frequently during system suspend/resume, where the non-boot CPUs
are hotplugged out during suspend and brought back at resume.

The cpufreq core already tries to make this path as fast as possible as
the changes are only temporary in nature and full cleanup of resources
isn't required in this case. For example the drivers can implement
online()/offline() callbacks to avoid a lot of tear down of resources.

On similar lines, there is no need to unregister the cpufreq cooling
device during suspend / resume, but only while the policy is getting
removed.

Moreover, unregistering the cpufreq cooling device is resulting in an
unwanted outcome, where the system suspend is eventually aborted in the
process.  Currently, during system suspend the cpufreq core unregisters
the cooling device, which in turn removes a kobject using device_del()
and that generates a notification to the userspace via uevent broadcast.
This causes system suspend to abort in some setups.

This was also earlier reported (indirectly) by Roman [1]. Maybe there is
another way around to fixing that problem properly, but this change
makes sense anyways.

Move the registering and unregistering of the cooling device to policy
creation and removal times onlyy.

1f4b7fdd71 cpufreq: intel_pstate: Update default EPPs for Meteor Lake
Update default balanced_performance EPP to 115 and performance EPP to 16.

Changing the balanced_performance EPP has better performance/watt
compared to default powerup EPP value of 128.

Changing the performance EPP to 0x10 shows reduced power for similar
performance as EPP 0. On small form factor devices this is beneficial
as lower power results in lower CPU and skin temperature. This
results in reduced thermal throttling and higher performance.

It is still possible to compile-test a kernel without CONFIG_COMMON_CLK
for some ancient ARM boards or other architectures, but this causes a
link failure in the qcom-cpufreq-hw driver:

e13aa799c2 cpufreq: Change default transition delay to 2ms
10ms is too high for today's hardware, even low end ones. This default
end up being used a lot on Arm machines at least. Pine64, mac mini and
pixel 6 all end up with 10ms rate_limit_us when using schedutil, and
it's too high for all of them.

Change the default to 2ms which should be 'pessimistic' enough for worst
case scenario, but not too high for platforms with fast DVFS hardware.

f3a0523918 cpufreq: amd-pstate: Enable amd-pstate preferred core support
amd-pstate driver utilizes the functions and data structures
provided by the ITMT architecture to enable the scheduler to
favor scheduling on cores which can be get a higher frequency
with lower voltage. We call it amd-pstate preferrred core.

Here sched_set_itmt_core_prio() is called to set priorities and
sched_set_itmt_support() is called to enable ITMT feature.
amd-pstate driver uses the highest performance value to indicate
the priority of CPU. The higher value has a higher priority.

The initial core rankings are set up by amd-pstate when the
system boots.

Add a variable hw_prefcore in cpudata structure. It will check
if the processor and power firmware support preferred core
feature.

Add one new early parameter `disable` to allow user to disable
the preferred core.

Only when hardware supports preferred core and user set `enabled`
in early parameter, amd pstate driver supports preferred core featue.

devm_regulator_get_optional() returns -ENODEV if no supply can be found.
By introducing its usage, commit 788715b5f2 ("cpufreq: mediatek-hw:
Wait for CPU supplies before probing") caused the driver to fail probe
if no supply was present in any of the CPU DT nodes.

Use devm_regulator_get() instead since the CPUs do require supplies
even if not described in the DT. It will gracefully return a dummy
regulator if none is found in the DT node, allowing probe to succeed.

Before proceeding with the probe and enabling frequency scaling for the
CPUs, make sure that all supplies feeding the CPUs have probed.

This fixes an issue observed on MT8195-Tomato where if the
mediatek-cpufreq-hw driver enabled the hardware (by writing to
REG_FREQ_ENABLE) before the SPMI controller driver (spmi-mtk-pmif),
behind which lies the big CPU supply, probed the platform would hang
shortly after with "rcu: INFO: rcu_preempt detected stalls on
CPUs/tasks" being printed in the log.

On systems using HWP, if a given frequency is equal to the maximum turbo
frequency or the maximum non-turbo frequency, the HWP performance level
corresponding to it is already known and can be used directly without
any computation.

Accordingly, adjust the code to use the known HWP performance levels in
the cases mentioned above.

This also helps to avoid limiting CPU capacity artificially in some
cases when the BIOS produces the HWP_CAP numbers using a different
E-core-to-P-core performance scaling factor than expected by the kernel.

On some Meteor Lake platforms, maximum one core turbo frequency is not
observed. During hybrid performance to frequency conversion, the maximum
frequency is 100 MHz less. This results in requesting maximum frequency
100 MHz less.

For example when the max one core turbo is 4.9 GHz:
MSR HWP_CAPABILITIES shows highest performance ratio for P-core is 0x3E.
With the current scaling factor of 78741 (1.27x for converting frequency
to performance) results in max frequency of 4.8 GHz. This results in
capping the max scaling frequency as 4.8 GHz, which is 100 MHz less than
the desired.

Add capability to define per CPU model specific scaling factor and define
scaling factor of 80000 (1.25x for converting frequency to performance for
P-cores) for Meteor Lake.

Move and rename cppc_cpufreq_perf_to_khz() and cppc_cpufreq_khz_to_perf() to
use them outside cppc_cpufreq in topology_init_cpu_capacity_cppc().

Modify the interface to use struct cppc_perf_caps *caps instead of
struct cppc_cpudata *cpu_data as we only use the fields of cppc_perf_caps.

cppc_cpufreq was converting the lowest and nominal freq from MHz to kHz
before using them. We move this conversion inside cppc_perf_to_khz and
cppc_khz_to_perf to make them generic and usable outside cppc_cpufreq.

cpuinfo.max_freq can change at runtime because of boost as an example. This
implies that the value could be different from the frequency that has been
used to compute the capacity of a CPU.

The new arch_scale_freq_ref() returns a fixed and coherent frequency
that can be used to compute the capacity for a given frequency.

2719675fa8 cpufreq: intel_pstate: Prioritize firmware-provided balance performance EPP
The platform firmware can provide a balance performance EPP value by
enabling HWP and programming the EPP to the desired value.

However, currently this only takes effect for processors listed in
intel_epp_balance_perf[], so in order to enable a new processor model
to utilize this mechanism, that table needs to be updated.  It arguably
should not be necessary to modify the kernel to work properly with
every new generation of processors, though, and distributions that don't
always ship the most recent kernels should be able to run reasonably well
on new hardware without code changes.

For this reason, move the check to avoid updating the EPP when the balance
performance EPP is unmodified from the power-up default of 0x80 after the
check that allows the firmware-provided balance performance EPP value to
be retrieved.  This will cause the code to always look for the firmware-
provided value before consulting intel_epp_balance_perf[] and the handling
of new hardware will not depend on whether or not that thable has been
updated yet.

When amd_pstate is running, writing to scaling_min_freq and
scaling_max_freq has no effect. These values are only passed to the
policy level, but not to the platform level. This means that the
platform does not know about the frequency limits set by the user.

To fix this, update the min_perf and max_perf values at the platform
level whenever the user changes the scaling_min_freq and scaling_max_freq
values.

value. amd_pstate_fast_switch() was returning the return value of

d6048a19a7 cpufreq: qcom-nvmem: Preserve PM domain votes in system suspend
>From the Linux point of view, the power domains used by the CPU must
stay always-on. This is because we still need the CPU to keep running
until the last instruction, which will typically be a firmware call that
shuts down the CPU cleanly.

At the moment the power domain votes (enable + performance state) are
dropped during system suspend, which means the CPU could potentially
malfunction while entering suspend.

We need to distinguish between two different setups used with
qcom-cpufreq-nvmem:

 1. CPR power domain: The backing regulator used by CPR should stay
    always-on in Linux; it is typically disabled automatically by
    hardware when the CPU enters a deep idle state. However, we
    should pause the CPR state machine during system suspend.

 2. RPMPD: The power domains used by the CPU should stay always-on
    in Linux (also across system suspend). The CPU typically only
    uses the *_AO ("active-only") variants of the power domains in
    RPMPD. For those, the RPM firmware will automatically drop
    the votes internally when the CPU enters a deep idle state.

Make this work correctly by calling device_set_awake_path() on the
virtual genpd devices, so that the votes are maintained across system
suspend. The power domain drivers need to set GENPD_FLAG_ACTIVE_WAKEUP
to opt into staying on during system suspend.

For now we only set this for the RPMPD case. For CPR, not setting it
will ensure the state machine is still paused during system suspend,
while the backing regulator will stay on with "regulator-always-on".

5cbff51e70 cpufreq: qcom-nvmem: Enable virtual power domain devices
The genpd core caches performance state votes from devices that are
runtime suspended as of commit 3c5a272202 ("PM: domains: Improve
runtime PM performance state handling"). They get applied once the
device becomes active again.

To attach the power domains needed by qcom-cpufreq-nvmem the OPP core
calls genpd_dev_pm_attach_by_id(). This results in "virtual" dummy
devices that use runtime PM only to control the enable and performance
state for the attached power domain.

However, at the moment nothing ever resumes the virtual devices created
for qcom-cpufreq-nvmem. They remain permanently runtime suspended. This
means that performance state votes made during cpufreq scaling get
always cached and never applied to the hardware.

Fix this by enabling the devices after attaching them.

Without this fix performance states votes are silently ignored, and the
CPU/CPR voltage is never adjusted. This has been broken since 5.14 but
for some reason no one noticed this on QCS404 so far.

2e4e0984c7 cpufreq: imx6q: Don't disable 792 Mhz OPP unnecessarily
For a 900MHz i.MX6ULL CPU the 792MHz OPP is disabled. There is no
convincing reason to disable this OPP. If a CPU can run at 900MHz,
it should also be able to cope with 792MHz. Looking at the voltage
level of 792MHz in [1] (page 24, table 10. "Operating Ranges") the
current defined OPP is above the minimum. So the voltage level
shouldn't be a problem. However in [2] (page 24, table 10.
"Operating Ranges"), it is not mentioned that 792MHz OPP isn't
allowed. Change it to only disable 792MHz OPP for i.MX6ULL types
below 792 MHz.

IPQ8074 comes in 3 families:
* IPQ8070A/IPQ8071A (Acorn) up to 1.4GHz
* IPQ8172/IPQ8173/IPQ8174 (Oak) up to 1.4GHz
* IPQ8072A/IPQ8074A/IPQ8076A/IPQ8078A (Hawkeye) up to 2.2GHz

So, in order to be able to share one OPP table lets add support for IPQ8074
family based of SMEM SoC ID-s as speedbin fuse is always 0 on IPQ8074.

IPQ8074 compatible is blacklisted from DT platdev as the cpufreq device
will get created by NVMEM CPUFreq driver.

4a3754f73e cpufreq: qcom-nvmem: add support for IPQ8064
IPQ8064 comes in 3 families:
* IPQ8062 up to 1.0GHz
* IPQ8064/IPQ8066/IPQ8068 up to 1.4GHz
* IPQ8065/IPQ8069 up to 1.7Ghz

So, in order to be able to support one OPP table, add support for
IPQ8064 family based of SMEM SoC ID-s and correctly set the version so
opp-supported-hw can be correctly used.

Bit are set with the following logic:
* IPQ8062 BIT 0
* IPQ8064/IPQ8066/IPQ8068 BIT 1
* IPQ8065/IPQ8069 BIT 2

speed is never fused, only pvs values are fused.

IPQ806x SoC doesn't have pvs_version so we drop and we use the new
pattern:
opp-microvolt-speed0-pvs<PSV_VALUE>

47e161a787 cpufreq: qcom-nvmem: add support for IPQ6018
IPQ6018 SoC series comes in multiple SKU-s, and not all of them support
high frequency OPP points.

SoC itself does however have a single bit in QFPROM to indicate the CPU
speed-bin.
That bit is used to indicate frequency limit of 1.5GHz, but that alone is
not enough as IPQ6000 only goes up to 1.2GHz, but SMEM ID can be used to
limit it further.

IPQ6018 compatible is blacklisted from DT platdev as the cpufreq device
will get created by NVMEM CPUFreq driver.

f0d64f4ae7 cpufreq: qcom-nvmem: Add MSM8909
When the MSM8909 SoC is used together with the PM8909 PMIC the primary
power supply for the CPU (VDD_APC) is shared with other components to
the SoC, namely the VDD_CX power domain typically supplied by the PM8909
S1 regulator. This means that all votes for necessary performance states
go via the RPM firmware which collects the requirements from all the
processors in the SoC. The RPM firmware then chooses the actual voltage
based on the performance states ("corners"), depending on calibration
values in the NVMEM and other factors.

The MSM8909 SoC is also sometimes used with the PM8916 or PM660 PMIC.
In that case there is a dedicated regulator connected to VDD_APC and
Linux is responsible to do adaptive voltage scaling using CPR (similar
to the existing code for QCS404).

This difference can be described in the device tree, by either assigning
the CPU a power domain from RPMPD or from the CPR driver.

Describe this using "perf" as generic power domain name, which is also
used already for SCMI based platforms.

Also add a simple function that reads the speedbin from a NVMEM cell
and sets it as-is for opp-supported-hw. The actual bit position can be
described in the device tree without additional driver changes.

ea167a7fc2 cpufreq: stats: Fix buffer overflow detection in trans_stats()
Commit 3c0897c180 ("cpufreq: Use scnprintf() for avoiding potential
buffer overflow") switched from snprintf to the more secure scnprintf
but never updated the exit condition for PAGE_SIZE.

As the commit say and as scnprintf document, what scnprintf returns what
is actually written not counting the '\0' end char. This results in the
case of len exceeding the size, len set to PAGE_SIZE - 1, as it can be
written at max PAGE_SIZE - 1 (as '\0' is not counted)

Because of len is never set to PAGE_SIZE, the function never break early,
never prints the warning and never return -EFBIG.

Fix this by changing the condition to PAGE_SIZE - 1 to correctly trigger
the error.

21135104a6 cpufreq: ARM_BRCMSTB_AVS_CPUFREQ cannot be used with ARM_SCMI_CPUFREQ
The brcmstb-avs-cpufreq driver is considered a legacy driver and since
2018, ARCH_BRCMSTB systems have been using scmi-cpufreq. As a matter of
fact, when SCMI is in use, brcmstb-avs-cpufreq is unusable since the
SCMI firmware takes over, this can result in various problems, including
external synchronous aborts.

Express those constraints such that the driver is not enabled by default
when SCMI CPU frequency scaling is in use.

a60a556788 cpufreq: tegra194: use refclk delta based loop instead of udelay
Use reference clock count based loop instead of "udelay()" for
sampling of counters to improve the accuracy of re-generated CPU
frequency. "udelay()" internally calls "WFE" which stops the
counters and results in bigger delta between the last set freq
and the re-generated value from counters. The counter sampling
window used in loop is the minimum number of reference clock
cycles which is known to give a stable value of CPU frequency.
The change also helps to reduce the sampling window from "500us"
to "<50us".

physical 'CPU ID' and 'CLUSTER ID' for the target CPU. This change
optimizes the repeated calls by storing the physical IDs and the per

info is used directly when required to set the frequency or read it
from ACTMON counters.

e7a1b32e43 cpufreq: Rebuild sched-domains when removing cpufreq driver
The Energy Aware Scheduler (EAS) relies on the schedutil governor.
When moving to/from the schedutil governor, sched domains must be
rebuilt to allow re-evaluating the enablement conditions of EAS.
This is done through sched_cpufreq_governor_change().

Having a cpufreq governor assumes a cpufreq driver is running.
Inserting/removing a cpufreq driver should trigger a re-evaluation
of EAS enablement conditions, avoiding to see EAS enabled when
removing a running cpufreq driver.

Rebuild the sched domains in schedutil's sugov_init()/sugov_exit(),
allowing to check EAS's enablement condition whenever schedutil
governor is initialized/exited from.
Move relevant code up in schedutil.c to avoid a split and conditional
function declaration.
Rename sched_cpufreq_governor_change() to sugov_eas_rebuild_sd().

The userspace governor uses the 'cpu' field of cpufreq_policy structure
to track if it is allowed to set the speed of the policy.

However, there is a window where the 'cpu' field is equal to the value
of nr_cpus_id when all affected CPUs of policy are offline, which is an
illegal value to get the per-CPU variable.

To avoid this issue, modify the governor to use a per-policy indicator
to track if the policy is managed.

This leads to a low concurrency if multiple userspace applications are

to be performed concurrently, improving overall concurrency.

0faf84caee cpufreq: Replace deprecated strncpy() with strscpy()
`strncpy` is deprecated for use on NUL-terminated destination strings [1].

We should prefer more robust and less ambiguous string interfaces.

Both `policy->last_governor` and `default_governor` are expected to be
NUL-terminated which is shown by their heavy usage with other string
apis like `strcmp`.

A suitable replacement is `strscpy` [2] due to the fact that it guarantees
NUL-termination on the destination buffer.

39dfa5b9e1 firmware: arm_scmi: Align perf ops to use domain-id as in-parameter
Most scmi_perf_proto_ops are already using an "u32 domain" as an
in-parameter to indicate what performance domain we shall operate upon.
However, some of the ops are using a "struct device *dev", which means that
an additional OF parsing is needed each time the perf ops gets called, to
find the corresponding domain-id.

To avoid the above, but also to make the code more consistent, let's
replace the in-parameter "struct device *dev" with an "u32 domain". Note
that, this requires us to make some corresponding changes to the scmi
cpufreq driver, so let's do that too.

37b6ddba96 cpufreq: intel_pstate: Revise global turbo disable check
Setting global turbo flag based on CPU 0 P-state limits is problematic
as it limits max P-state request on every CPU on the system just based
on its P-state limits.

There are two cases in which global.turbo_disabled flag is set:
- When the MSR_IA32_MISC_ENABLE_TURBO_DISABLE bit is set to 1
in the MSR MSR_IA32_MISC_ENABLE. This bit can be only changed by
the system BIOS before power up.
- When the max non turbo P-state is same as max turbo P-state for CPU 0.

The second check is not a valid to decide global turbo state based on
the CPU 0. CPU 0 max turbo P-state can be same as max non turbo P-state,
but for other CPUs this may not be true.

There is no guarantee that max P-state limits are same for every CPU. This
is possible that during fusing max P-state for a CPU is constrained. Also
with the Intel Speed Select performance profile, CPU 0 may not be present
in all profiles. In this case the max non turbo and turbo P-state can be
set to the lowest possible P-state by the hardware when switched to
such profile. Since max non turbo and turbo P-state is same,
global.turbo_disabled flag will be set.

Once global.turbo_disabled is set, any scaling max and min frequency
update for any CPU will result in its max P-state constrained to the max
non turbo P-state.

Hence remove the check of max non turbo P-state equal to max turbo P-state
of CPU 0 to set global turbo disabled flag.

cf8e865810 arch: Remove Itanium (IA-64) architecture
The Itanium architecture is obsolete, and an informal survey [0] reveals
that any residual use of Itanium hardware in production is mostly HP-UX
or OpenVMS based. The use of Linux on Itanium appears to be limited to
enthusiasts that occasionally boot a fresh Linux kernel to see whether
things are still working as intended, and perhaps to churn out some
distro packages that are rarely used in practice.

None of the original companies behind Itanium still produce or support
any hardware or software for the architecture, and it is listed as
'Orphaned' in the MAINTAINERS file, as apparently, none of the engineers
that contributed on behalf of those companies (nor anyone else, for that
matter) have been willing to support or maintain the architecture
upstream or even be responsible for applying the odd fix. The Intel
firmware team removed all IA-64 support from the Tianocore/EDK2
reference implementation of EFI in 2018. (Itanium is the original
architecture for which EFI was developed, and the way Linux supports it
deviates significantly from other architectures.) Some distros, such as
Debian and Gentoo, still maintain [unofficial] ia64 ports, but many have
dropped support years ago.

While the argument is being made [1] that there is a 'for the common
good' angle to being able to build and run existing projects such as the
Grid Community Toolkit [2] on Itanium for interoperability testing, the
fact remains that none of those projects are known to be deployed on
Linux/ia64, and very few people actually have access to such a system in
the first place. Even if there were ways imaginable in which Linux/ia64
could be put to good use today, what matters is whether anyone is
actually doing that, and this does not appear to be the case.

There are no emulators widely available, and so boot testing Itanium is
generally infeasible for ordinary contributors. GCC still supports IA-64
but its compile farm [3] no longer has any IA-64 machines. GLIBC would
like to get rid of IA-64 [4] too because it would permit some overdue
code cleanups. In summary, the benefits to the ecosystem of having IA-64
be part of it are mostly theoretical, whereas the maintenance overhead
of keeping it supported is real.

So let's rip off the band aid, and remove the IA-64 arch code entirely.
This follows the timeline proposed by the Debian/ia64 maintainer [5],
which removes support in a controlled manner, leaving IA-64 in a known
good state in the most recent LTS release. Other projects will follow
once the kernel support is removed.

218a06a79d cpufreq: Support per-policy performance boost
The boost control currently applies to the whole system.  However, users
may prefer to boost a subset of cores in order to provide prioritized
performance to workloads running on the boosted cores.

Enable per-policy boost by adding a 'boost' sysfs interface under each
policy path.  This can be found at:

	/sys/devices/system/cpu/cpufreq/policy<*>/boost

Same to the global boost switch, writing 1/0 to the per-policy 'boost'
enables/disables boost on a cpufreq policy respectively.

The user view of global and per-policy boost controls should be:

1. Enabling global boost initially enables boost on all policies, and
per-policy boost can then be enabled or disabled individually, given that
the platform does support so.

2. Disabling global boost makes the per-policy boost interface illegal.

release 'pcc_lock'. In the worst case, this locking order can result in
Task1 wasting two scheduling rounds before it can enter the critical
section.

print a warning once detect a case where the same task is calling
_begin() again before completing the preivous frequency transition via

while updating the field 'transition_task' of policy, the scenario is

8d6e5e8268 cpufreq: amd-pstate-ut: Remove module parameter access
In amd-pstate-ut, shared memory-based systems call
get_shared_mem() as part of amd_pstate_ut_check_enabled()
function. This function was written when CONFIG_X86_AMD_PSTATE
was tristate config and amd_pstate can be built as a module.

Currently CONFIG_X86_AMD_PSTATE is a boolean config and module
parameter shared_mem is removed. But amd-pstate-ut code still
accesses this module parameter. Remove those accesses.
