selftests/mm: define MADV_PAGEOUT to fix compilation issues

If MADV_PAGEOUT is not defined (e.g., on AlmaLinux 8), compilation will
fail.  Let's fix that like khugepaged.c does by conditionally defining
MADV_PAGEOUT.
