s390/qeth: advertise IFF_UNICAST_FLT
qeth implements HW-based Unicast Filtering (via SETVMAC) on L2 devices. Tell the stack, so it knows that receiving traffic for secondary addresses doesn't require full-blown promiscuous mode.
