[PATCH] CONFIG_BLOCK: blk_congestion_wait() fix

Browse Source 
Don't just do nothing: it'll cause busywaits all over writeback and page
reclaim.

For now, take a fixed-length nap.  Will improve when NFS starts waking up
throttled processes.
