LoongArch: vDSO: Use CLANG_FLAGS instead of filtering out '--target='

This is a port of commit 76d7fff22b ("MIPS: VDSO: Use CLANG_FLAGS
instead of filtering out '--target='") to arch/loongarch, for fixing
cross-compilation with Clang.
