rcu-tasks: Move #ifdef into tasks.h

Browse Source 
This commit pushes the #ifdef CONFIG_TASKS_RCU_GENERIC from
kernel/rcu/update.c to kernel/rcu/tasks.h in order to improve
readability as more APIs are added.
