[PATCH] ppc64 iSeries: remove XmPciLpEvent.c

This patch just merges XmPciLpEvent.c into iSeries_irq.c (the only caller of
its only external function).  XmPciLpEvent.c just contained the lowlevel
iSeries irq code.
