ASoC: SOF: PM: rename sof_send_pm_ipc to sof_send_pm_ctx_ipc

The helper sof_send_pm_ipc() is only suitable for context save/restore
IPCs' sending, so rename it to sof_send_pm_ctx_ipc here.
